Provide hazardous waste testing services related to requirements of the environmental guidelines established by the Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Restoration and Compensation Liability Act (CERCLA) regulations. A firm-fixed price requirements contract is contemplated covering a base year and four option years. Contract shall provide for issuance of delivery/task orders for analytical chemistry testing services for (a) ignitability, (b) corrosivity, (c) reactivity, (d) Toxicity Characteristic Leachate Procedure (TCLP) & associated analysis, (e) priority pollutant scans, (f) identification (qualitative and/or quantitative analysis as necessary) of unknow liquids and/or solids, (g) incinerability characterization testing (ash content, total chlorine, total organic halides, heating value), (h) polychlorinated biphenyls (PCBs), and (i) miscellaneous service/testing not covered by a-h. The contractor is to provide on-call assistance to answer technical questions concerning deliverables for duration of contract. Local work covered by contract is to be performed at Pine Bluff Arsenal. Anticipated solicitation release date is 15 Jul 96 with closing on or after 16 Aug 96.
