with the Federal Acquisition Regulation (FAR) at Part 12.101(a), the
Bureau of Engraving and Printing (BEP) is hereby conducting market
research in order to ascertain the current state of commercial
practice, as well as availability of, computer center facilities
management and operations services. The BEP is attempting to determine
whether this requirement constitutes a commercial item acquisition as
defined by the FAR at Part 2.101(f). Specifically, the BEP requires
the services of a contractor to provide facilities management and
operation services to supervise, operate, and support computer center
operations at the BEP's computer facility in Washington, D. C., and
network support services for the Fort Worth, TX. facility. This
requirement would be for a twelve-month base period of performance and
four (4) twelve-month options. The center is required to be operable
seven days per week, twenty-four hours per day. The main subsystems in
the center are comprised of the following: 1) hardware components; 2)
software components; 3) communications components; 4)
output/production control; 5) media library; and 6) help desk.
Successful management & operation of the center shall include but not
be limited to the following: 1) studies or evaluations, and specialized
technical knowledge or technology upgrades; 2) ensuring the forward
progress of the BEP's programs at all times; 3) installing and applying
state-of-the-art software systems, operating and controlling procedures
provided by the BEP, and complete coordination of all maintenance
activities; 4) performing minor maintenance on the IBM and other
Stratus sytems including but not limited to cleaning tape/cartridge
drives, printers, hardware, software, and data communications; 5)
installing new versions of IBM and other proprietary software and, at
the Government's option, new versions of Stratus software; 6)
maintaining all system, error, and job logs; and 7) maintaining an
inventory of supplies and equipment such as paper, printer ribbons,
tapes, and printer panels. The contractor shall not be responsible for
equipment maintenance other than minor preventive maintenance and
terminal swapping. In addition, the Contractor shall be responsible for
meeting production cycle requirements such as: 1) ensuring that
production schedules are maintained, 2) output is distributed in a
timely manner; and 3) that jobs are initiated in a proper sequence. If

not a request for proposals. It is a means of acquiring information on
the commercial availability of computer center facilities management
and operations services which might satisfy the BEP's requirement. This
information will be analyzed to determine the most suitable approach
for satisfying the BEP's requirements, utilizing the most efficient and
cost effective methodology. The BEP may contact those companies
determined to be capable of supplying the services described herein for
more informaton. However, any company that expresses an interest in
this requirement by completing and returning the Questionnaire may be
added to the BEP's mailing list for any resultant solicitation. The
Government is in no way obligated to pay for information submitted, nor
to reimburse companies for the cost incurred in submitting the
