N -- N--COMPLETION OF UTILITY CONTROL SYSTEM (UCS)--INCREASE IN SCOPE SOL RFP5-35079/121 POC Susan Hendrix, Contract Specialist, (301) 286-7975, Bernard Pagliaro, Contracting Officer, (301) 286-7464. NASA/GSFC intends to modify our existing Contract NAS5-35079 with Johnson Controls, Incorporated to increase the maximum contract value from $9,000,000 to $12,000,000. This increase is necessary due to (1) the cost per input/output point being consistently higher than costs set forth in a 1987 consulting engineer survey of all major buildings on Goddard and (2) changes in equipment which require use of additional input/output points. Because of the inadquacy of data in the 1987 survey, the cost per input/output point was not accuractely projected at the time of award. Stated intent of this contract is to replace the entire utility control system and pneumatic HVAC controls at Goddard with a single new integrated system. At present, no single standard communications protocol exists which allows devices from other manufacturers to communicate transparently with the energy management and control system (EMCS) at Goddard. Utilizing Johnson Control's equipment for the continued replacement of the EMCS is essential to achieving the Government's stated requirements, and precludes consideration of products manufactured by other companies. Statutory authority permitting other than full and open competition is 10 USC 2304(c)(1)--ONLY ONE RESPONSBILE SOURCE.
