synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION DOCUMENT; BIDS ARE BEING REQUESTED AND A
SOLICITATION BOOKLET WILL NOT BE ISSUED. Solicitation No.
CSP-85661-PG-29 is issued as an invitation for bids (IFB). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-32. Bidders shall
provide unit price and extended amount for the following item: Training
Course on Microsoft Course #540 Supporting Microsoft Windows '95.
Quantity: 7 each. COURSE REQUIREMENTS: The course shall be the Standard
Microsoft course #540 Supporting Microsoft Windows '95. Seven 5-day
sessions of this training course are required. Fifteen employees shall
be trained per session. The offered price shall include the training
manuals to be handed to each student. INSTRUCTOR: Shall be a certified
Microsoft trainer. TRAINING LOCATION: Training will be held in Panama
at a facility provided by the Panama Canal Commission. The Panama
Canal Commission will be responsible for providing a training room with
the equipment necessary to conduct the class effectively. Bidders shall
indicate the equipment needed for this purpose. DELIVERY: Training
sessions shall begin on Monday, August 5, l996 and shall be given for
seven consecutive weeks. TRANSPORTATION: Round trip air ticket and
local ground transportation will be provided by the Commission at no
cost to the Contractor. After the trip, the instructor shall complete
a travel voucher (Form 1012) and return it with the airline ticket stub
and the original travel order as a certification that the trip was
made. If the trip is cancelled, the instructor shall return the ticket
by certified mail to the Panama Canal Commission, Employee and
Management Development Branch, Unit 2300, APO AA 34011-2300. Do not
return the ticket to the airline. For local ground transportation, the
Panama Canal Commission will allow the instructor to rent a car for
the seven weeks of training. A total of $1,025 will be alloted to cover
the seven weeks of car rental and $140 to cover seven weeks of
gasoline. PER DIEM: Per diem will be paid at the fixed rate of $139 for
48 days; at $64 on the departure day from Panama; and a $75 one time
miscellaneous expense will be paid to the instructor to cover all the
extraordinary expenses beyond per diem. Provision 52.212-1,
Instructions to Offerors--Commercial Items (Oct 1995), applies to this
acquisition, with the exception of subparagraphs (d) and (h). BIDDERS
SHALL INCLUDE A COMPLETE COPY OF THE PROVISION AT 52.212-3, Offerors
Representations and Certifications--Commercial Items (March 1996) with
their bid. Clause 52.212-4, Contract Terms and Conditions--Commercial
Items (Oct 1995), applies to this acquisition. Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders--Commercial Items (Oct 1995), applies to this
acquisition. Clause 52.214-31, Facsimile Bids, applies to this
acquisition. Notwithstanding Provision 52.212-1(11), ''FAILURE TO SIGN
THE CERTIFICATE OF PROCUREMENT INTEGRITY WHEN SUBMITTING SEALED BIDS
FOR $100K OR ABOVE, SHALL RENDER YOUR BID NONRESPONSIVE.'' These
