Jandovitz (301) 975-6344 The National Institute of Standards and Technology (NIST) intends to negotiate with Princeton Instruments, Inc., 3660 Quakerbridge Road, Trenton, NJ 08619 on a sole source basis to acquire an LCX-TEA/CCD-1242 EHR with Grade 1 EEV Model 05-30 array with Optical Nose Camera,ST-1385 Camera Controller and IP-Lab Extension (controlling macintosh software). The government requires delivery within 90 days after contract award with a one year warranty to include parts and labor. This is a sole source procurement in accordance with FAR 6.302-1, Only One Responsible Source, because Princeton Instruments is the only source that can meet all of these minimum technical specifications for a High-Resolution, Large Format X-ray and Optical CCD Digital Camera and Control System. The application of this camera is to perform phase-contrast imaging of x-rays to characterize MEMs devices. This requires high spatial resolution. This is best achieved through direct detection of x-rays and will require using a large format CCD (about one square inch and, because of the x-ray energies to be detected and resolution required, pixel should be square and about 20 micrometer on a side. Smaller pixels are not of interest since the electron cloud created by the x-rays is not generally localized much smaller than this. The sensitivity (quantum efficiency) is required to be high since some applications will be at low light levels. A unique feature of the Princeton Instruments camera is the ability to add a second A/D converter in the camera controller should a different speed and bit depth be required in the future. The minimum technical specifications are as follows: 1. Camera Head--Thermoelectric Cooler to -40 degree Celsius with air cooling, fan mounted and provided, to -50 degree Celsius with water cooling, connectors provided, to -60 degree Celsius with coolant circulation. Thermostating precision less than or equal to 40 millidegrees Celsius. Must hold vacuum for greater than or equal to six months. X-ray nose with Be window, Optical nose with electromechanical shutter and Nikon bayonet lens mount. 2. CCD Specifications: greater than one million pixels, at least 1000 pixel rows, at least 1000 pixel columns, square pixels greater than 20 micro meters on a side, 16-bit capable dynamic range, well capacity greater than or equal to 5000,000 electrons, dark charge less than or equal to six electrons/pixel-second, less than or equal to one percent response linearity at one MHz digitization, read noise less than or equal to six electrons at 50 kHz; less than 25 electrons at one MHz, special high-resistance silicon for direct detection of x-rays. Spectral response; X-Ray: greater than or equal to 40 percent quantum efficiency at 8 keV, greater than or equal to five percent quantum efficiency from 3 to 20 keV. Visible: 300 nm to 1100 nm with optical nose. Pixel defects: less than or equal to one black column defect, zero white column defects, zero row defects, less than or equal to three black clusters of three pixels each, less than or equal to two black clusters of five pixels each, less than or equal to ten white pixels. 3. Camera Controller Specifications: High-speed interface controller capable of data rates up to ten Mbytes/sec, provides power, thermostating, shutter control and timing signals to the detector head, temperature setting and readout on front panel, programmable TTL input and output ports, 14 bit A/D at one MHz and the capability to add a second A/D converter, e,g, 16 bits at 150 kHz, single controller board compatible with Macintosh expansion (bus) slot. Macintosh compatible software for full camera control and image manipulation, Software environment permits user extensions and scripting. 4. Critical components must be assembled in clean room and system must include full test report of actual performance (Read noise, Dark noise, linearity, and Pixel defects); typical specifications are not acceptable. Interested offerors may identify their interest and capability to respond to the requirements by submitting a capability statement. The capability statement must provide adequate information and qualifications of your ability to provide the requested system in order for the Government to consider whether to open this request for competition. However, all capability statements received within 45 days after date of this synopsis, will be considered by the Government. See Note Numbered 22 (0180)
