(619)553-5725. BROAD AGENCY ANNOUNCEMENT (BAA): The Naval Command,
Control and Ocean Surveillance Center (NCCOSC), RDT&E Division (NRaD)
in support of the Defense Advanced Research Projects Agency (DARPA) is
seeking proposals (technical and cost) for research and development of
microelectronics, opto-electronics and/or photonics technology. The
proposed efforts should offer potential for significant impact on the
current technology and the national defense. Proposed efforts are being
sought which are aligned with existing programs of the Electronics
Technology Office (ETO) of DARPA or other Government Agencies.
Information on the programs within ETO is available at
http://www.darpa. Proposed efforts are also sought which might form the
basis for new programs. This notice constitutes NRaD's Broad Agency
Announcement as contemplated in FAR 6.102(d)(2). This announcement will
be open through June 30, 1997. Proposals may be submitted any time
during this period. Contract awards may be made at any time throughtout
this period. Such awards will depend upon evaluations described below
and availability of funds. Award decisions will be based on a
competitive selection of proposals resulting from a peer and/or
scientific review. Evaluations will be conducted using the following
evaluation criteria: (1) Overall scientific or technical merits of the
proposal; (2) potential transition to Department of Defense Systems;
(3) the Offeror's capabilities, related experience, plan of execution,
past performance, and facilities; (4) realism of the proposed cost;
(5) availability of funds; (6) the extent to which the cost
effectiveness of the proposed research is diminished by expenditures
for unproductive administrative and other overhead expenses. To save
preparation costs and effort, offerors are invited to submit an initial
five page synopsis of their proposal with technical description of the
effort, a preliminary schedule, identification of risks, and a rough
cost estimate. The synopsis will be evaluated as to potential, and the
offeror notified as to possible interest by the government. At the
government's notification of interest, the proposer may then submit a
complete proposal consisting of two separate volumes in accordance with
the following: The technical volume of the proposal is limited to 50
pages (Eight and one-half by eleven inches), excluding resumes, and
management/facilities information. The technical volume should also
include a separate section of specific task/subtask statements of the
proposed work so that these could be incorporated into a Government
contract Statement of Work (SOW). Technical proposal shall also provide
complete technical details, a contractor statement of work, a schedule,
discussions of risks, and discussions of value and purpose. The
schedule should include the milestones and deliverables, both reports
and hardware. The cost volume should: 1) be a separate document which
clearly shows the costs of each proposed task separately; and 2)
provide a Standard Form 1411, Contract Pricing Proposal Cover Sheet,
supported by adequate breakout of cost elements and rates by month for
the purpose of cost/price analysis. Each task should be separately
costed. **Proposed subcontractor costs should be proposed in a similar
detail. Cost proposals should be valid for a period of six (6) months
after the date of submission. An original plus four copies of the
technical volume, plus three copies of the cost volume should be
submitted to NCCOSC RDT&E Division, Attn: Mr. Ed Brown, Contracting
Officer, Code 212, San Diego, CA 92152-5001. Any other administrative

be submitted anytime during the open period of this announcement and
should be unclassified. The Government reserves the right to select for
award, all, some, or none of the proposals received in response to this
announcement. The Government may also only select specific tasks within
a proposal for award. This notice constitutes a BAA as contemplated in
FAR 6.102(d)(2). No additional written information is available, nor
will a formal request for proposal (RFP) or other solicitation
regarding this announcement be issued. Interested parties are invited
