USACERL requires modeling of landscape processes in 3-dimensional space and time to better understand dynamic erosion processes under variable terrain conditions. Period of service will be no later than 31 December 1996. The proposed procurement will be on a sole-source basis IAW FAR 6.302-1. The Contracts Office intends to negotiate a firm fixed-price contract with the Graphics Modeling and Systems Laboratory affiliated with the University of Illinois because they have an extensive collective knowledge base and experience in the area of geographic modeling, and Geographic Information System (GIS) applications of the Revised Universal Soil Loss Equation (RUSLE) and the Water Erosion Prediction Project (WEPP). Services to be provided will be accomplished through a firm-fixed price simplified acquisition procedure.
