082296 POC Contract Specialist Dennis H Belcher (206) 764-6804 (Site
Code DACA67) Proposed contract work consists of miscellaneous,
primarily civil cultural resources studies in Washington, Oregon, Idaho
and Montana, or (for military work) generally throughout western United
States including, but not limited to, site-specific cultural resource
overviews, field examinations, reconnaissance, testing, survey and
salvage, curation accessioning, emergency burial relocation, and
planning and impact assessment. Contractor must have specialized
technical skills and knowledge of Pacific Northwest history,
ethnography and prehistory, specifically for western Montana, northern
Idaho, eastern and western Washington, and Oregon. These capabilities
must include HABS/HAER survey, ethnography, oral history, native
American linguistic transcription, cross-cultural interviewing,
archaeological collections accessioning and curation requirements and
native American traditional cultural properties, faunal and botanic
identification; lithic analysis; soils analysis; geochronology
(especially tephrochronology); geomorphology and stratigraphic
analysis; archaeological applications of remote sensing; and knowledge
of local/regional site, feature and artifact types. For military
purposes, geographic knowledge must extend to western United States in
general. Contractor must be able to assemble professionally qualified
field crew to accomplish all technical aspects of various projects
simultaneously in an organized, timely manner any time of year.
Contractor must possess professionally qualified admin and supervisory
staff with demonstrated ability to organize and execute
state-of-the-art data recovery, field and lab analyses, data
organization and retrieval. Proposals will be evaluated on a
competitive, negotiated basis. Award of firm fixed-price requirements
contract to one, and possibly two firms is anticipated at the
Government's option. Contract(s) will be for base year and one option
year. Contractors shall provide services which will be detailed on each
specific delivery order. This announcement is not an RFP. Solicitation
will be issued o/a 23 July 96 with proposals due o/a 22 August 96.
