The U. S. Coast Guard Aircraft Repair & Supply Center has a requirement
for specialized engineering services to develop a final design and
produce a prototype electronic interface device to allow the existing
HU25 Cockpit Management System control of the ARC-513 radio. The Major
Tasks shall be the Development of FM/CMS Interface Device(FID), assist
in a prototype aircraft installation and evaluate it's performance.
Support USCG Operational Evaluation of the prototype. Develop
Engineering Documentation to facilitate USCG acquisition of production
FID units for all aircraft. Develop Maintenance Documentation to
facilitate USCG support of the FID. Develop Draft CGTCTO to install the
FID in all USCG HU-25 aircraft. The contractor shall furnish as
deliverables one FID for evaluation and the Final Report including
Engineering Documentationn for production FID acquisition, Mainteneance
Documentation, and Draft Installation CGTCTO. The Coast Guard does not
own, nor can it provide the proprietary specifications for this item.

be the only known qualified source that can provide these specialized
engineering servics. In the absence of other qualified sources it is
the intent of the Government to negotiate a sole source contract with
Mr. Mosely under ''other that full and open competition'' procedures,
pursuant to 41 U.S.C.253(c)(1)-only one responsible source. Facismile

sufficiently determine capability. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under theDOT
Short Term Lending Program (STLP) at Prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500.000.
