Service has a requirement for laboratory services (urinalysis drug
testing and all related services) for drug screening of applicants for
postal employment at approximately 2,000 sites nationwide. These
services are also required for the random testing of Postal Service
drivers in accordance with Department of Transportation regulations. It
is estimated that the Postal Service will test approximately 230,000
individuals annually. Firms/laboratories must be licensed under the
provisions of the Clinical Laboratories Improvement Act, 1967 (Section
353, Public Health Services Act, 42 USC 263a) and/or similar Acts
enacted thereafter. Firms shall also be certified by the Substance
Abuse and Mental Health Services Administration (SAMHSA), U.S.
Department of Health and Human Services, and must maintain a current
Drug Enforcement Administration Schedule ''I'' license. The initial
period of performance will be for one year with three one -year
options. The Postal Service is contemplating two awards to meet this
requirement. Offers will be due in this office approximately 45 days
after this solicitation is issued. Companies interested in receiving a
