requirement is for the fabrication and delivery of radio frequency (RF)
absorber for operation from 300 MHz to at least 18 GHz. The absorber
has a curved pyramidal shape. The absorber is to have an attenuation
such that the reflected wave shall be reduced at normal incidence by at
least 45 dB at frequencies above 300 MHz. There shall be approximately
4400 square feet of absorber provided in approximately 9900 pieces of
8 inch x 8 inch x 40 inch thick. The absorber shall be delivered on or
before 45 days after date of contract award. Quantity 1 job. FOB
destination delivery. The proposal due date of 7-21-96 is approximate.
Solicitation available approximately 7-10-96. All responsible sources
may submit a bid which will be considered. The contractor shall have
demonstrated experience in the design, manufacture, testing and
installation of RF absorber for broad frequency range applications,
that includes having an established fabrication capability for
manufacturing the curved pyramidal shaped absorber required. One or
more of the items under this acquisition may be subject to Agreement on
Government Procurement approved and implemented in the United States by
the Trade Agreements Act of 1979. All offers shall be in the English
language and in US dollars. All interested suppliers may submit an
offer. This procurement will be awarded in accordance with midrange and
commercial item procedures. See FAR Part 12. The solicitation will be
released on the NAIS (NASA Acquisition Internet Service) and the
potential offerors are responsible for downloading their own copy of
the solicitation. Hard copies of the solicitation may be made available
upon request, by calling 757-864-2547, however, it is not expected that
the due date for receipt of offers will be changed as a result of
issuance of hard copies. Offerors are responsible for monitoring the
NAIS for solicitation release. All interested suppliers may submit an
offer. An ombudsman has been appointed to hear concerns from offerors,
potential offerors, and contractors during the preaward and postaward
phases of this acquisition. The purpose of the ombudsman is not to
diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Concerned
