Management Command is issuing a combined synopsis/solicitation for
Commercial Items, prepared in accordance with the format in Federal
Acquisition Regulation (FAR), Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is solicitation
DAHC26-96-B-0002, which is issued as an Invitation for Bids (IFB). The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-37. The
solicitation is 100% small business set-aside, standard Industrial
Classification (SIC) Code is 5045. The small business size standard is
no more than 100 employees. DAHC26-96-B-0002 will result in a
Firm-Fixed Price contract. DESCRIPTION OF SUPPLIES/SERVICES TO BE

Integration/On-site Delivery/Setup. Headquarters Military Traffic
Management Command (HQMTMC) has a requirement for two NetFrame 8520
Enterprise cluster network file servers with four physical slots, two
Pentium 100 Mhz system processors complete with Novell 4.1 operating
system and full redundancy services processors and dual power modules.
This network hardware and software, when coupled with an upgrade of an
existing NetFrame 8520 network file server, will constitute an
enterprise network hub supporting internal and external computer
applications. In addition to fault tolerant power supply ((multiple
power supplies), the system will have additional 256 Mb error checking
and correcting memory kits, fast/wide input/output service to disk
tray, 4.2 Gb 1/2H fast/wide live drive, internal CD-ROM autoranging DC
power module. This system is required to consolidate five to seven
existing file servers. The NetFrame 8520 network file server shall meet
the following minimum requirements: 1. Provide fault tolerance with
dual fan sets, automatic recovery from transient errors, hot-swappable
disk, tape drives, and redundant consoles 2. Multiple bus that all
data movement within the server uses multiple independent input/output
buses. The input/output processor shall support up to eight (8)
input/output processors and up to three application processors 3.
Provide common memory architecture that allows for error checking and
correction (ECC) in memory. The ECC memory shall include fault
protection circuitry that assures the information system reads from
memory the same way that was written 4. Parity checking that provides
additional parity bit to every eight bits of information sent through
the server 5. Processor boards that provide the capability of adding
additional applications processor boards for specialized tasks which
are CPU intensive. Hardware and software shall operate independently
from the server's status. The server shall have additional input/output
or operations processors, capable of turning the server on/off and
reset any hung channels 6. The server shall provide transient failures
that provide the capability of handling errors transparently and allow
for automatic restart and retry capabilities 7. Provide diagnostics, if
the server should fail to operate and impact disk or LAN operations,
the enterprise server will run diagnostic and restart the input/output
processor exactly where it left off, without interrupting overall
network services 8. Allow for non-recoverable failure; if a
non-recoverable failure occurs, the enterprise server shall write the
contents of its memory onto a reserved area of the disk and restart the
network operating system. The server shall also create a record of
events that will permit authorized technicians to review and correct
failures 9. The server shall be field upgradable from the smallest
configuration to the largest configuration, as well as support system
processor upgrades. Application processors shall be field upgradable to
currently installed systems 10. The enterprise server shall provide
backup power supply if the system fails. In addition to the Enterprise
server, the requirement includes an upgrade to the Novell 4.1
operating system capable of handling greater than 250 on-line
continuous users, provide for built-in messaging that allows users to
E-mail and calendaring, provide directory services that allow the
system administrator to login only once and offers a single point of
administration, multiprotocol routing that allows connecting local area
network with wide area network, provide network management that allows
the system administrator to manage the entire network from a single
point of administration, and allow security to control sensitive
information. All items shall be delivered and services performed within
30 days after contract award. Deliveries shall be made F.O.B.

Commercial Items, also apply to this solicitation. The Government will
award a contract resulting from this solicitation to the lowest
bidder. The offeror shall include a completed copy of the FAR provision
at 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders - Commercial Items, applies to this
acquisition. Offers are due July 20, 1996, 1:00 pm EST. The proposal
must be signed by an official authorized to bind your organization. You

number; (2) The time specified in the solicitaiton for the receipt of

Terms of any warranty; (5) Price and discount terms; (6) ''Remit To
Address'', if different from mailing address; (7) A completed copy of
the representation and certifications at FAR 52.212-3; (8)
Acknowledgment of Solicitation Amendments, if any; (9) Offerors must
provide with their proposal, documentation from the manufacturer
authorizing them as a regular dealer for all Contract Line Item Numbers
(CLINs); (10) Acceptance will take place at final destination; (11) If
the offeror is not submitted on the SF 1449, include a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in the solicitation; (12) In accordance with
52.232-3, a Procurement Integrity Certificate (41 U.S.C. 423) will
apply, and shall be provided as part of the proposal. Offers that fail
