System (JSIMS), Request for Proposal (RFP) will be released on or
around 19 July 1996. JSIMS will be a readily available, operationally
valid synthetic environment for the Unified Combatant Commands,
Services, and other Joint organizations to: jointly train, educate,
develop doctrine and tactics, formulate and assess operational plans,
assess warfighting situations, and define operational requirements. The
RFP will be available on the Hanscom Electronic RFP Bulletin Board
(HERBB) at (617) 377-1487 or 617-274-6453 and on the World Wide Web at
URL: http://herbb.hanscom.af.mil. If you encounter problems

A modem and commercially available communications/internet software are
all that are needed to access HERBB. A paper copy will be available for
review at the JSIMS JPO library, 12249 Science Drive - Suite 260,
Orlando, FL 32826-2900. Procedures for using the library may be
obtained from Donna Gloria at (407) 384-5526. The Executive Summary
(Volume I), Technical Proposal (Volume II) and Contract Documentation
(Volume IV) of the RFP response will be required to be submitted no
later than 45 days from the date the RFP is posted on HERBB. The exact
date, time and location for receipt of proposal Volumes I, II and IV
will be included in the RFP. Cost Documentation (Volume III) of the RFP
will be formally requested by the Government after the due date of the
other volumes. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.

problems that have previously been brought to the attention of the
program manager and/or the contracting officer and could not be
