This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFP). Proposals must not exceed a total of 10 pages, including offeror representations and certifications. As a minimum, offers must show - Solicitation number, time specified in the solicitation for receipt of offer, name, address and phone number of the offeror, technical description of analysis being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, price, past performance information, completed representations and certifications, statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. This is a small-business set-aside, Note #1. Description of Requirements - An analytical assessment of the Defense Advanced Research Project Agency's (DARPA) SBIR program in terms of commercialization successes and transition of technologies into the Military Services or other government organizations is required. A method to evaluate and document commercialization efforts and transition efforts of DARPA SBIR Phase II contracts must be developed. This analysis must measure commercialization and transitioning factors both within participating companies and within the associated industries and will include approximately 250 case studies. Examine DARPA Phase II efforts to determine status of commercialization/transitioning of products or processes resulting directly or indirectly from DARPA SBIR contracts. Identify the technology and market forces for commercialization efforts, develop metrics to evaluate the success of these efforts. Baseline analysis within technology areas must be performed to determine significance of technology within the industry. Deliverables: The following reports are to be delivered in hard copy as well as electronically. Electronic versions should be Macintosh compatible and on 3.5'' DS, HD diskette. Word processing and graphics software should be used as appropriate. Acceptable software packages are Microsoft Word v.6.0, Wordperfect v.3.0, Microsoft PowerPoint v.4.0, and Aldus Pagemaker 5.0. (1) Report of company success story summaries detailing results of investigation of DARPA case studies, (2) Catalog of commercialization practices, (3) Report summarizing results of analysis performed to determine the impact of the SBIR research for product or process innovation and market recognition, and (4) Commercialization summary report including estimated results and benefits from DARPA and venture capital funding. The government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contractor shall only tender for acceptance those items that conform to the requirements of this contract. Offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. The following factors shall be used to evaluate offers: (1) Technical soundness of the proposed strategy and the analytical process used to measure DARPA SBIR commercialization and Military Department transitioning; evaluation weight slightly lower than (2) and (3) combined; (2) Demonstrated knowledge of value analysis and competitive benchmarking in SBIR research and development efforts; evaluation weight lower than factor (1) and equal to factor 3; (3) Qualifications of the proposed principal investigators, and recent or past performance on same or similar efforts; evaluation weight same as factor (2) and lower than evaluation (1); (4) Cost realism evaluation weight will be lower than either evaluation factors (2) or (3). Awards will be made based on the best value for the Government. A Firm Fixed Price Contract will be awarded. Proposals must be sent to DARPA, ATTN: CMO, (Ms. Jackie Anderson) 3701 N.
