furnish all labor, tools, parts, materials, facilities, transportation
and nay other item and/or services necessary to provide design
drafting services in support of OO-ALC, Hill AFB mission requirements.
This contract is intended to supplement current organic capabilities.
Contract will have a base period of one year beginning 1 Sep 96 with
four one year options. Acquisition will be conducted under two step
negotiated bidding procedures. A government statement of work will be
provided. The Standard Industry code (SIC) for this acquisition is
8711. Offerors are required to first submit a technical volume, then a
subsequent price volume contingent upon being ruled technically
acceptable and in the competitive range. The successful offeror will be
selected in step two based upon lowest price, in addition to past and
current performance considerations. The successful offeror's technical
proposal/Statement of Work will be incorporated into the contract. A
similar synopsis (number F42650-96-RA124) was issued and canceled. The
approximate issue/response date will be 19 Jul 96. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. Request for
copies of solicitations must reference the entire solicitation number,
including purchasing office identification number. To expedite your
request, limit the number of individual solicitation numbers requested
per letter to not more than 10. Don't request information on this
requirement until after the issue date. This proposed procurement is
under a 100 percent small business set aside, the size standard of
annual receipts of $20.0 million dollars. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
