7200 J -- WEAPON SYSTEM SUPPORT (WSS) OF 37 C-130 AIRCRAFT POC Deborah E.
Weber, (513) 255-2974, Contracting Officer. This is a sources sought
synopsis with the intent of identifying prime offerors who will meet
the need identified below. The Air Force intends to contract for the
Weapon System Support (WSS) of 37 C-130 aircraft (13 AC-130U Gunship
and 24 MC-130H Combat Talon II) possessed by Special Operations Forces
(SOF). It is anticipated that the contract will be for five years with
two additional options of five years each. The contract, including the
options, would cover the period from 01 Aug 98 to 31 Jul 2013. The
contractor will be responsible for all actions necessary to meet
Special Operations Mission requirements to insure AC-130U and MC-130H
system and subsystem stay fully integrated and mission capable and
include future aircraft modifications, upgrades, and enhancements. This
contract is unique as it transfers functions normally the
responsibility of ASC aircraft weapon system SPOs to the contractor.
The contractor will have total system integration responsibility for
the two weapon systems. Interested contractors are requested to submit
a Statement of Capability (SOC) that demonstrates the capability to
develop, produce, modify and sustain weapon systems and subsystems, and
the ability to integrate weapon systems and subsystems. The SOC should
include a list of previous experience including but not limited to
government contracts. The SOC shall be unclassified and the information
submitted should be pertinent to and identify the offerors capability
as related to the technical effort as requested above. Do not provide
advertisement brochures. The SOC is limited to 10 pages and must be
received not later than 1 Aug 96. Replies received later than this date
and responses by telegram or fax may not be honored. Additionally,
technical requirements and other pertinent information will be
distributed via the Preaward Information Exchange System (PIXS) in the
RFP (Request for Proposal) area under the SOF library
(www.pixs.wpafb.af.mil). For problems responding to or accessing this

(513)255-2739. Any concerns or issues relative to this procurement
should be addressed to the Contracting Officer identified below. All
respondents shall indicate their size status in relation to SIC 8731,
1500 people. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
