Fax number 206-526-6025. This announcement serves as notice that this
agency intends to place a sole source contract with Marco Marine
Company located at 2300 W. Commodore Way, Seattle, Washington 98199.
This contract will include the following work: shipment of the Marco
W1816 Combination Winch to and from the NOAA Ship DAVID STARR JORDAN
located in San Diego, CA, to the contractor's repair location; tear
down winch to the extent necessary to inspect all components of the
winch subject to wear or corrosion; preparation of a Condition Found
Report which provides results of the inspection and the provision of
recommendations for repairs that are beyond the scope of the
specification (need for repair or replacement shall be based on
deviation from originally specified dimensions and clearances of the
winch as designed); upon completion of the inspection, repairs detailed
in the contract and any additional repairs which may be authorized -
the contractor shall reassemble the winch using all new bearings,
seals, O rings, gaskets, snap rings, thrust washers, bushings, clutch
plates, levelwind drive chains, and levelwind followers; existing
hydraulic winch motors are to be removed and replaced with new motors
with similar operating characteristics; new winch directional controls
are to be provided - new controls are to be electric over hydraulic
and will replace existing pneumatic over hydraulic controls; the
contractor shall prepare a new hydraulic piping diagram similar to the
Marco Drawing E46-3-108 to reflect the new configuration and be
updated to reflect the removal of the port hydraulic winch; the
contractor shall provide reinstallation field support upon delivery of
winch the vessel; and, the contractor shall provide new documentation
for the winch including operating instructions, maintenance
procedures, a revised parts lists, and technical documentation for the
new motor and controls. Reference Marco Winch Manual JO-S2000-12. Work
is to commence on August 15, 1996, and the winch is to be delivered to
the vessel by no later than October 15, 1996. Note: The Marco Winch
Manual and all documentation regarding all parts, winch specifications,
etc., are proprietary information and may only be obtained by
contacting Marco Marine Company. This announcement is made in
accordance with FAR Subpart 6.302-1. The agency believes that Marco
Marine Company - as the Original Equipment Manufacturer (OEM) - is the
only responsible source which can provide the services outlined above.
All vendors who believe that they can complete the work called for
above must provide documentation which outlines their technical
expertise to complete the work specified, and can certify their ability
to access - and knowledge of - the proprietary technical information
referenced. This documentation must be provided to the Contracting
Officer by no later than July 19, 1996. Copies of the solicitation will
