Newport, RI (NUWCDIVNPT) intends to acquire through full and open
competition the following services. Technical services on an as needed
basis to NUWCDIVNPT supporting system engineering efforts in the
standardization, integration, and consolidation of various Advanced
System Technology Office (ASTO) products. The procurement associated
with these responsibilities will be for technical product oriented
services pertaining to the management planning, engineering, analyses,
integration, testing, evaluation, and logistic support at both a
single site integration facility and shipboard of TCP products. The
assigned responsibilities are for the technical direction and
coordination of the consolidation of elements of the Sensor Prediction
Program (SPP) (VO823), the Navy Standard Desktop Computer (NSTDC)
Program, Submarine Combat Systems Improvement (advanced) Program
(VO223), the Surface Ship Advanced Development Program (V1704), SSBN
Survivability Program (V1781), and SSN Security Program (FO223). A Cost
Plus Fixed Fee, Indefinite Delivery, Indefinite Quantity Contract with
a 5-year performance period is anticipated. The total estimated level
of effort is 324,000 hours. The following minimum requirements were
derived by taking the total category hours divided by 9,000 hours
(1,800/yr. x 5=9,000). Key personnel categories include: Program
Project Manager III (1), System Engineer III (3), Systems Analyst III
(2), Electrical Engineer III (2), Electrical/Electronics Technician IV
(3). Non-key personnel categories include: Systems Engineer III (5),
Systems Engineer I (2), Electrical/ Electronics Engineer II (5),
Electrical/ Electronics Engineer I (1), Mechanical Engineer II (3),
Mechanical Engineer I (1), General Engineer III (1), General Engineer
II (1), General Engineer I (1), Systems Analyst II (3), System Analyst
I (1), Electrical/Electronics Technician III (1),
Electrical/Electronics Technician II (1), Electrical/Electronics

Clearance to the SECRET level is required. Evaluation criteria are
Technical, Past Performance, Personnel, and Management Approach. The
applicable Standard Industrial Classification number is 8711. All
