R -- TECHNICAL AND ENGINEERING SERVICES TO SUPPORT COMMUNICATION- ELECTRONIC (C-E) SYSTEMS AND RELATED AREAS. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Code 4.5.8.3 at St. Inigoes, MD., has identified a requirement for technical and engineering services to support Communication-Electronic (C-E) systems and related areas. Specific tasking will include design development engineering, limited manufacturing/production support, production engineering, test and evaluation services, site/platform integration, software design and development, technical data services, configuration control support services, integrated logistics and provisioning support, training services, and program management. Representative of the type of systems/equipment for which these support services will be required are: Military and Commercial Communication Systems; Military Electronic Combat Systems (i.e., Electronic Warfare (EW), Identification Friend or Foe (IFF), etc.); and Military/Commercial Computer Systems and Networks. The contract type will be cost-plus-fixed-fee, and the period of performance will span five years inclusive of options. The level of effort over this five year period is estimated at 649,335 manhours. Contractor-provided facilities to support this effort shall be located within close proximity to NAWCAD Patuxent River, MD (St. Inigoes site). Basic facility requirements are a combined minimum of 12,000 square feet of office, laboratory/integration, and storage/warehouse space to be ready for occupancy within 120 days after contract award. The basis for award of the resultant contract is the best value to the Government, cost and technical factors considered. Technical evaluation factors will include technical approach, past performance, personnel qualifications, management approach, and facilities and equipment.
