Provide Integrated Occupancy Services (IOS) for the Patent and Trademark Office. IOS includes such things as: Space Analysis and Requirements Studies; Project Development Studies; Strategic Project Planning, Solicitation for Offers (SFO) Development and Assistance; Program of Requirements Development (POR); Management of the Programming and Design Process; Technical Services; Inventory/Facility Documentation; Project Budget; Master Project Planning; Construction Coordination; Move Budget/Funding; Occupancy Plan and Schedule; Move Coordination and Supervision; Space Acceptance; and Post-Move Services. Services shall commence on or about November 1, 1996, and continue for a period of one year with the Government having the unilateral option to renew for seven additional one year periods. Formal source selection procedures will be used (see FAR 15.6). The Government intends to award without discussions so offerors should not expect to have an opportunity to correct deficiencies in their offers. The evaluation factors for award include: Experience and Past Performance; Key Personnel and Operating Personnel; Capabilities of Offeror; and Management Plan.
