Y -- PROGRAM MANAGEMENT CONTRACT FOR ROCKY MOUNTAIN ARSENAL SOL DAAM02-96-R-0016 DUE 010697 POC Contract Specialist Tina L. Young (303) 289-0149 (Site Code DAAM02) On June 11, 1996, the U.S. Army and other concerned parties executed the Onpost Record of Decision (ROD) which sets forth in general terms the course of action for the environmental cleanup of the Rocky Mountain Arsenal. Now that the parties have agreed to the restoration of the Arsenal, the Program Manager for Rocky Mountain Arsenal is in a position to enter into a firm contractual arrangement to accomplish the work. BACKGROUND. The Rocky Mountain Arsenal was established in 1942 near Denver, Colorado as a chemical munitions plant. For approximately 40 years, the Army produced, processed and disposed of a variety of chemical agents, conventional weapons and other chemicals. In addition, private firms produced chemicals at the Arsenal for many years under the Army's industrial policy of the time. As a result of these activities, a substantial pollution problem now exists. INTENT. The Government does not intend to use FAR Part 12 for this acquisition. The Program Manager intends to issue Solicitation DAAM02-96-R-0016 and award a single contract to manage the execution of the remediation and other services at the Arsenal. The Government seeks qualified firms to propose on this project. The resulting contract will be known as the Program Management Contract, or PMC. The PMC will encompass the execution of more than thirty large site-remediation projects and collateral program support effort over a number of years. The Program Manager for Rocky Mountain Arsenal, in conjunction with the U.S. Fish and Wildlife Service and Shell Oil Company, will be reconstituted as a small core quality assurance oversight activity to oversee the PMC and other matters at RMA. Solicitation is Full and Open Competition. At the prime level the PMC is contemplated to be a cost reimbursement type contract with negotiated award fee arrangements. The PMC will subcontract (through fixed-priced instruments to the extent practicable) to competent firms all work except that necessary for design, coordination, and management of the overall effort. A substantial program for small and disadvantaged business subcontracting will be negotiated into the PMC. METHOD AND SCHEDULE. SIC Code is 1629. The PMRMA will conduct an Advanced Planning Briefing for Industry at 9:00 a.m. Mountain Time, August 15, 1996 in Building 111A Assembly Room, RMA. The PM will present the contract program, conduct a site-tour, provide answers to questions submitted in advance, and encourage active feedback from attendees on ways to improve the acquisition. On or about August 30, 1996 Phase I of the RFP will be issued. In Phase I the Government will make responsibility and technical qualification determinations. Qualified offerors will be invited to participate in Phase Two, in which they will submit a full technical and cost proposal. Phase II is expected to be issued on or about November 1, 1996. Award of the PMC is expected in the Spring of 1997, with work commencing shortly thereafter. OTHER INFORMATION. The Arsenal has an Internet World Wide Web site. The ROD has been posted, and other information which will constitute a substantial portion of the Scope of Work will be posted on or about August 1, 1996.
