Y -- FORMER NAVAL STATION, SAN JUAN, PUERTO RICO, UNDERGROUND STORAGE TANK CLOSURES, DEFENSE ENVIRONMENTAL RESTORATION PROGRAM - FORMERLY USED DEFENSE SITE (DERP-FUDS) SOL DACA17-96-B-0029 DUE 081596 POC Contract Specialist Deidra W. Cox (904) 232-1215 (Site Code DACW17) The project consists of the demolition and removal/closure-in-place of the following: (1) Twenty (20) 30,000-gallon underground storage tanks (UST's) located in Site 38; and, (2) seven (7) 25,000-gallon UST's located in Site 39. Abandoned fuel pumps, filters, piping, valves, controls, appurtenances, fuel separators, asbestos containing material, and truck fill stands will also be demolished and removed. Work shall include clearing as required for removal and disposal of the tanks, tank contents, residues, contaminated soils, and debris. Site work shall be completed with the restoration of the tank sites to their original lines and grades. All chemical analyes shall be certified by a chemical engineer or a chemist licensed in Puerto Rico (PR). All sample collection, preservation, and analysis shall be carried out in accordance with test methods and procedures specified in EPA regulations 40 CFR Part 141 or 257 or, if none is so specified, as provided for in the American Society for Testing and Materials Standards (ASTM), which are approved by the Environmental Quality Board (EQB) of the Commonwealth of Puerto Rico. All laboratories used for this contract must be validated by the Corps of Engineers' Missouri River Division (CEMRD). Proof of validation must be furnished after contract award and prior to issuance of Notice to Proceed. All persons entering the work site must have current OSHA Hazardous Material Health and Safety annual training as per 29 CFR Part 1910.120. The contract shall require personnel specialized in removal and disposal of UST's as well as minor construction workers. Equipment needed would include, but not be limited to: backhoes; dump trucks; a small construction crane; and, a flat bed truck. Magnitude of construction is between $1,000,000 to $5,000,000. Pre-Solicitation Notice will be issued on or about 28 Jun 96 Invitation DACA17-96-B-0029 will be issued on or about 15 Jul 96 and opened on or about 15 Aug 96. Cost of Plans and Specification is $30.00. Checks should be made to F & A Mobile District, and sent to U.S. Army Corps of Engineers, Jacksonville, Florida.
