70 -- SHADOW DIRECT SOFTWARE LICENSE SOL RFP NLM 96-206/SLC DUE 091596 POC Sharon Cummings, Contract Specialist/Mary Smith, Contracting Officer, 301/496-6546. The National Library of Medicine intends to negotiate for the NIH Division of Computer Research and Technology (DCRT) with Neon Systems, Inc. as a sole source under the authority of 4l U.S.C. 253(c)(1)(FAR 6.302-1) for the purchase and maintenance of Neon's Shadow Direct software for use on DCRT's IBM 3090 300J computer system. Neon Systems is the only known source of this proprietary software system. Any offerors responding to this synopsis must be able to provide all of the following salient characteristics: Software must support TCP/IP and LU 6.2 for host connectivity using standard API's and not requiring any additional components in the path from the client to the host (no gateways, servers, etc.); must handle inbound sessions, security, supporting existing sessions, connecting to databases, executing database requests, handling client requests for host data, executing RPCs, monitoring all work and maintaining trace diagnostic data; all inbound sessions must communicate via LU 6.2(VTAM), IBM TCP/IP; and Interlink TCP/IP; must support Microsoft Windows 3.x, Microsoft Win95, Microsoft Windows NT, OS/22.x and UNIX (SunOS, Solaris, and AIX); must implement and support version 2 ODBC API for all client platforms; must have direct access to all DB2, IMS, ADABAS, IDMS, Sequential files, and VSAM data; must support all releases of MVS (MVS/SP 2.2(XA) or later, DB22.2.3 or later, and IMB l.3 or later; must have support for Image data supporting LONG VARCHAR DB2 columns, and up to 32K column widths; must have a lock control facility to ensure that resources are not held for long periods of time in DB2; must support multiple IMS ACCESS/update including Client DL/I calls, IMS transactions support call level RPC, ODBC call RPC, and BMPs; must work with the existing MVS security implementation; must utilize a single password, LAN longon security implementations, must support all client and LAN-based protocols for TCP/IP and SNA LU 6.2; must support native, mvs IP implementations from IBM, Interlink, Network systems and SNA LU 6.2; must have the capability to support chargebacks based on SMF-type accounting records for all transaction activity; must support both ODBC-based and call level RPCs and provide access to all relational and nonrelational data sources; must have SQL support that does not require any changes to existing applications, requires no coding of embedded SQL or Remote Stored Procedures; must have built in data compression, fact, read-ahead facility, 40K block fetch capability and ODBC optimized catalogs; must provide adjustable paramenters for controlling CPU usage per user session and per query, cup timeslicing, connect time inactivity time-outs, maximum row limits and dropped connection detection; must provide information on all client/server processing including compression times, CPU usage, wait times, log times, connect times and SQL browser; must not require any mainframe JPL procedures; must not require any DDF address space or any DRDA connection. New versions of the software must be supplied throughout the life of the contract as long as they are made available by the contractor. Program maintenance must be supplied throughout the life of the contract along with current manuals for all products. The period of performance shall begin on/about October l, 1996.
