908-532-3507. This Broad Agency Announcement (BAA) is issued by the US
Army Communications-Electronics Command Acquisition Center (CAC), Fort
Monmouth, NJ for the CECOM Night Vision and Electronic Sensors
Directorate located at Fort Belvoir, VA. This BAA will be open for a
period of three (3) years from the date of issue. To ensure adequate
lead time for proposal evaluation and possible FY97 award, it is
recommended that initial proposals be submitted within forty-five (45)
days of the issuance of the BAA. Effective 1 October 1994, CECOM has
established an Electronic Bulletin Board (EBB) to provide electronic
transmittal of Requests for Proposals (RFP). This BAA will be issued
via this electronic medium. To become a user of the EBB you will need
an identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with
the EBB. You may request the necessary information by calling (908)
532-3820. Those parties possessing the code and password may connect
with the EBB on or about 18 July 1996 to download the BAA. As of 1
January 1995, hard copy of solicitations will no longer be distributed.
The technical areas of interest in the BAA are as follows: Infrared
Countermeasures (IRCM) Technology including R&D of advanced
techniques/devices for aircraft and ground vehicle threat warning,
improvement of IR sources in 3-5 and 8-12 micron ranges, advanced
techniques and devices to spatially/temporally modulate IR radiation.
Laser Warning Systems that can provide sufficient early warning to
ground and airborne vehicles and provide accurate direction of arrival
for counterfire. Moving Target Indicator (MTI)/Synthetic Aperture
Radar (SAR) techniques/devices for ultralightweight, multimode MTI/SAR
radar for airborne apps at tactical ranges and reliable Microwave
Power Modules for airborne apps considering extreme waveform modulation
and high duty cycle operation. Self Protection/Avionic Technology
investigations of feasibility of airborne multifunctional self
protection systems including detecting and countering IR missiles,
obstacle avoidance and detecting and countering electro-optical threats
utilizing a percentage of onboard existing assets where minimal weight,
volume and power consumption are high priority. Radar Countermeasures
(CM) Warning/Deception including advanced phased array/monopulse and
bi-static radar countermeasure techniques; low cost, high accuracy very
wide bandwidth direction finding for radar warning receivers; and
countermeasures against top attack/smart munitions. Signals
intelligance (SIGINT) Electronic Support Measures (ESM) including
technology to improve performance of current receiver systems and
develop concepts for next generation systems; antenna technology for
low profile microwave/millimeter wave with properties of electronically
saturable (azimuth and elevation) with high gain, multibeam capable,
small size/low weight, wide instantaneous bandwidth. System concept
investigations include lightweight, low cost adjunct processor for
specialized SIGINT apps. Electronic Warfare Systems Modeling and
Simulation areas include high fidelity, real-time DIS compliant digital
models of EW systems in the RF, IR and EO spectra that include decoys
and interactive RF, IR and EO scene generation thru digital or
semi-physical simulation. Research proposals will be considered from
colleges, universities, nonprofit research institutes and commercial
firms. Prospective awardees must meet certain minimum standards
pertaining to financial resources, ability to comply with the
performance schedule, prior record of performance, integrity,
experience, operational controls, technical skills, facilities and
equipment. This BAA is an expression of interest only and shall not
commit the government to make an award or pay for the cost of proposal
preparation. Funds are not currently available for contract awards
resulting from this BAA. No contract award will be made until
appropriated funds are available for that purpose. See notes 25, 26
