of Namibia has requested technical assistance from the USAID Mission in
Namibia in the development of affirmative action legislation. Namibia
was formerly colonized by South Africa and subjected to the apartheid
system which denied equal rights, as well as education, training and
job opportunities to the indigeneous African majority. Considerable
preliminary work, funded by another donor which has discontinued its
Namibia program, has already taken place in the form of preparation of
a policy document on affirmative action and the securing of widespread
public comment on and input into said policy document. The next stages
will involve the delicate tasks of formulating appropriate legislative
options, consulting on a collaborative basis with key stakeholders
(public, private and labor sectors), and drafting a comprehensive AA
bill that reflects Namibian values and objectives for consideration by
the Namibian Government. Following adoption of the legislation,
assistance in training Namibian advisers, who in turn will train public
and private sector entities on compliance with the legislation, might
also be required. The USAID Mission in the next several weeks will be
meeting with the Namibian Government to discuss details concerning the
requested assistance. In preparation for these preliminary
discussions, USAID needs to have some idea of the U.S. expertise that
may be available to provide, on a contractual basis, the kind of
assistance described above. It is anticipated that these services would
be required commencing no later than July or August, 1996, and would be
needed for a period of six (6) to twelve (12) months. It is also
anticipated that the U.S. expert(s) would be expected to work closely
with Namibian or Southern African experts. Essential qualifications are
as follows: 1. Experience in developing affirmative action legislation
and related government policies and regulations at the local, state or
federal level, 2. A high degree of familiarity with various affirmative
action compliance mechanisms and performance monitoring regimes,
applicable to public and private sector employers, 3. Experience with
AA outside the United States, particularly in Southern Africa or South
Africa, 4. Well-developed interpersonal and consultative skills,
including experience in working with government and employers' and
workers' representatives, 5. Proven ability to formulate workable
policy advice, 6. Well-developed oral and written communication skills,
including ability to train others, ability to manage the development
and conduct of complex projects and to work in such activities as part
of a team, 7. Qualifications in law, public administration or related
