Architectural/Engineering (A/E) Services, replacement of existing
masonry facade and curtain wall restoration at the James A. Byrne
Federal Courthouse and William J. Green Federal Building Complex,
Philadelphia, Pennsylvania. The General Services Administration (GSA)
announces an opportunity (STAGE 2) for design excellence in
Architecture and Structural Engineering. Design services are required
for the replacement of the existing masonry facade, curtain wall
restoration and roof replacement for the James A. Byrne Federal
Courthouse and the William J. Green Federal Building, Philadelphia, PA.
The following firms have been selected (short listed) for stage II
consideration: 1. LZA Technology-The LZA Group, 641 Avenue of the
Americas, New York, NY. Daniel A. Cuoco, Principal; 2. Simpson Gumpertz
& Heger Inc., 297 Broadway, Arlington, MA. Glenn R. Bell, Principal; 3.
Swanke Hayden Connell Architects, One Thomas Circle, NW Suite 580,
Washinton DC. Joseph M. Spina AIA; 4. Wank Adams Slavin Assoc. 740
Broadway, New York NY. Stephen Gottlieb, Director. STAGE II: In this
stage, the entire project TEAM, including the A/E design firms selected
above in the first, its designated Lead Designers, and all the
Consultants who will work on the project will be evaluated. The A/E
Design firms will resubmit 254 and 255's which reflect their entire
project TEAM. The STAGE II EVALUATION CRITERIA for final selection are
as follows: 1. SPECIALIZED EXPERIENCE/PAST PERFORMANCE & TECHNICAL
COMPETENCE - The ability to deal with work in occupied facility,
sensitive tenants, uninterrupted operations limited staging areas, and
special scaffolding requirements are of primary importance, and should
be referenced throughout the submission. List no more than three (3)
projects successfully designed/completed, which are similiar to the
Byrne Green, and which address facade failure, how the failure was
determined, design solution, and how the design procees worked.
Describe impact on building occupants, and specific measures designed,
and specified to minimize disruption, including temp. partitions, the
design/bidding strategies to minimize impact of changes and unforseen
conditions, and detail how budget and schedule were or were not
maintained. 2. CAPABILITIES OF FIRM: A. Official list of staff
(including consultants) Describe the role the staff played in the
delivery of the three projects cited above. B. Describe how the
proposal team functioned together in past. C. Provide detailed
discussion of how the design effort will be executed and coordinated.
For example, how will design schedule, quality control and coordination
of team work among the different design and production offices be
accomplished. D. Describe how testing and simulation will be
accomplished, ive examples of how these procedures have been utilized,
& the impact on design quality. E. How will your firm coordinate
survey, design and construction phases with your local affiliates. 3.
PROFESSIONAL QUALIFICATIONS: Relevant and specific TEAM, key individual
experience and professional experience, registration, licensing,
education etc. Specify each team member's role on this team, who will
act as managers project & design, who will be the primary designers
architect/engineer, who are the support staff to the primary designers?
How much experience do the members of the project team have in
successfully developing complex phasing plans for a similiar project?
The A/E firm shall present at the interview at least one (1) project
example including drawings and specifications, and final cost estimate
indicating original budget, a summary of project scope and objectives,
and the name, addresss and phone number of client contacts. The above
short listed A/E firms are required to submit (STAGE II) completed
SF254s (for ALL Team firms) which must be dated not more than 12 twelve
months before the date of this synopsis and a SF255 (for the entire A/E
design Firm Team) to General Services Administration, Philatlantic
Realty Services District, (3PPRE) The Wanamaker Building, 100 Penn
Square E Rm. 613, Phila, PA 19107 Attn. Doreen Waltrich. In block 10 of
the SF255 the A/E design firm MUST respond to the three (3) STAGE II
EVALUATION CRITERIA stated above in the CBD announcement for this
solicitation. In block 11 of the SF255 the A/E design firm MUST sign
name, title and date the submittal . This is NOT a request for
proposal. This procurement is being issued on an unrestricted basis
(full and open competition). However if the selected A/E is a large
business concern, a subcontracting plan must be provided and approved
prior to award, addressing the participation of small, small
disadvantaged business firms as subconsultants. STAGE II SUBMITTAL IS
