01035-9589 C -- A/E SERVICES FOR LAND SURVEYING Contact Contracting Officer -
Gary M. Dupuis, (413) 253-8240. Architect and Engineering Services to
provide land surveying services for the Northeast Region of the U.S.
Fish and Wildlife Service. Region 5 intends to issue approximately (8)
indefinite quantity contracts with a not-to-exceed limitation of
$100,000 each for the following areas 1) states of Maine and New
Hampshire; 2) states of New York and Vermont; 3) states of
Massachusetts, Rhode Island and Connecticut; 4) state of Pennsylvania;
5) state of New Jersey and The Tinicum Area, Pennsylvania; 6) state of
Virginia; 8) states of Maryland and Delaware. Individual contracts will
be awarded for each of the eight areas. State land surveying
registration will be mandatory for at least one (1) experienced land
surveyor of the firm selected for each state listed within the contract
area. Required services include the furnishing of all labor, equipment,
materials, and supplies to complete land surveys, prepare individual
reports and plats for acquisition, marking of the tract boundaries and
corner monumentation within the state listed, including but not
limited to: a) controlled survey and required monumentation of each
tract; b) all necessary research, ground control and reports; c) all
mapping, tract description and contract requirements will be
accomplished by the contractor; d) GPS horizontal and vertical control;
and e) digital mapping experience. Period of performance will be
October 1, 1996 through September 30, 1997 with four (4) option years.
Proposals shall include the following sections for Government use in
the evaluation of firms in order of descending importance: 1) specific
relevant qualifications of those persons listed to perform under the
contract including individual licensing and experience related to the
area of consideration (30%); 2) specific experience and familiarity
with local conditions having possible effects on scheduling, cost, and
complexity of contractual procedures in the areas covered by this
contract (25%); 3) specific performance records on previous survey work
performed for the U. S. Fish and Wildlife Service, other Federal, state
and local governmental agencies, and private industry, illustrating the
quality of the firm's work and ability to meet performance schedules
and cost estimate (20%); 4) specific type and amount of applicable
field and office equipment available for this contract (15%); and 5)
specific survey expertise in application to photogrammetric and aerial
photo control problems, GPS experience and computer aided drafting
compatible with AutoCad v.12 (10%). Firms desiring consideration should
submit two copies of standard forms 254 and 255 specifying area(s) of
consideration and all other appropriate information as described above
