602-8105/551. The Naval Sea Systems Command has a requirement for
systems engineering and technical support services to the Program
Executive Office for Surface Combatants/AEGIS Program (PEO SC/AP)
Technical Division that supports combat system engineering over the
life cycle of systems installed in AEGIS Guided Missile Cruisers and
AEGIS Guided Missile Destroyers (inclusive of Foreign Military Sales),
and other surface combatants that may employ the AEGIS Combat System
in the future. The support includes minimal life cycle engineering for
Non-AEGIS surface combatants (DDG 963/993/FFG-7 Class.) The services
also include all warfare mission areas that are assigned to these
ships, such as air defense (including tactical ballistic missile
defense), surface, strike, undersea, and mine warfare. The requirement
encompasses system engineering support for the incorporation of
evolving systems into appropriate ships; development of technical
requirements for new capabilities; rapid response to emergent
production and in-service or design problems; rapid response to staff
technical working groups; and recommendations for courses of action.
Additionally, the services involve support to PEO SC/AP in verifying
the ability of the AEGIS Combat System to meet performance requirements
during the acquisition process including development, testing,
production, and deployment. Services will be for one base year and four
1-year option periods. The total anticipated effort required to perform
the outlined tasking is approximately 200 man-years per year over a
five year period. Primary effort will be performed at the Contractor's
facilities located within a 1-mile radius of the Naval Sea Systems
Command Headquarters currently located in Arlington, Virginia. The
Contractor's facilities must have a SECRET facility clearance. The
solicitation will be posted on the INTERNET on or about mid-August
1996. A limited number of hard copies will be available on a ''first
come, first served'' basis at the Naval Sea Systems Command, Zachery
Taylor Office Building, National Center Building #3, 2531 Jefferson
Davis Highway, NAVSEA Liaison Office, Room 5E40, Arlington, Virginia.

software. This solicitation, which will include related files (i.e.,
RFP, CDRLs and DD254) listed under the solicitation number, can then be
downloaded directly to your workstation. In addition, offerors are
hereby notified that any written requests submitted for copies of the
solicitation will not be acted upon. This RFP may solicit an ''ORAL
PRESENTATION.'' The anticipated award date is March or April 1997. All
responsible sources may submit a proposal which will be considered.
The incumbent for these services is Vitro Corporation performing under
Contract N00024-92-C-5115. The Navy plans to award two separate
contracts for the follow-on efforts upon the end of the contract term.
