301-496-6546. It is the intent of the National Library of Medicine
(NLM) to negotiate on a sole source basis pursuant to FAR 6.302-1 and
41 USC 252(c)(1) with Chemical Abstracts Service, 2540 Olentangy River
Road, P.O. Box 3012, Columbus, Ohio, 43210 for the continuation of a
License Agreement and reimbursement of royalty charges covering the use
of selected portions of Chemical Abstracts Service (CAS) Registry
System and databases, including Chemical Biological Activities, CA
Search, and the CA Index Guide for use in NLM's on-line information
retrieval services. The CAS Registry System for chemical substances,
which allows a link by unique CAS Registry Number to the chemical and
biomedical literature, is recognized and accepted as the standard
reference. CAS has developed and is currently maintaining their
proprietary database containing over 15 million compounds with a unique
identifying system. NLM currently uses CAS Registry Numbers extensively
for chemical indexing on NLM's online databases. It has been determined
that Chemical Abstracts Service is the only firm capable of providing
the License Agreement that allows access to the CAS Registry System
with CAS Registry Numbers. All responsible sources may submit a
proposal which will be considered by the National Library of Medicine.
