Defense Supply Service-Washington, on behalf of the Assistant Secretary
of Defense for Strategy and Requirements (ASD/S&R), intends to procure
``Effective Transitions from Peace Operations''. Pursuant to FAR
6.302-1(a)(2)(i), a Sole Source, Cost Plus Fixed Fee contract will be
issued to Defense Forecasts, Inc. (DFI), 21 Dupont Circle N.W., 5th
Floor, Washington, DC 20036. The study will analyze issues, conditions,
and other variables that policy makers and operational commanders need
to consider when planning and executing transitions from a peace
operation to follow-on activities. The study will determine the
necessary minimal requirements to sustain stability following a peace
operation, and focus on identifying the possible indigenous and/or
external institutions and programs that can be used, and how to develop
and implement a strategy to achieve long-term stability. The product of
this study will help policy makers and operational commanders devise
strategies that will result in sustainment of an operation's objectives
