Sources Sought Synopsis, The NASA Lewis Research Center (LERC) is
seeking qualified small businesses and/or 8(a) firms capable of
performing work in the area of facilities operations, maintenance, and
repairs at LERC. The proposed contract, which will be known as the
Management Operations Contract (MOC) 2, is anticipated to be a
fixed-price performance based contract having a base period of one (1)
year plus four (4) one year options. The proposed contract will be
divided into two (2) parts. In Part I, the contractor will be required
to provide the necessary labor, materials, supplies, and equipment
(including transportation) to perform the required maintenance and to
respond to emergencies and trouble calls in the following systems:
electric power systems (high voltage, low voltage, and D.C. systems),
heating, ventilating, and air conditioning, plumbing, institutional
cooling towers, protective systems, mechanical systems (cranes,
overhead doors, elevators, and structural metal work), general building
maintenance, high pressure steam distribution system, domestic water
system, utility piping system, energy management and control system,
chilled water system, sewage pumping stations, high pressure steam
generating equipment, and environmental services (asbestos and lead
abatement and PCB spill clean-up - small scale/short duration type
work). In addition, Part I will also require that all necessary labor,
materials, supplies, and equipment (including transportation) be
required to operate the following systems: high pressure steam plant,
outlying boilers, four (4) chilled water plants, energy management and
control system, and the high voltage electric power system (limited to
field operations). In Part II, the contractor will be required to
provide all of the necessary labor, materials, supplies, and equipment
(including transportation) to perform system modifications, minor
improvements, and replacement of obsolete equipment in the following
systems: electric power system (high voltage, low voltage, and D.C.
systems), heating, ventilating, and air conditioning, plumbing,
institutional cooling towers, protective systems, mechanical (cranes,
overhead doors, elevators, and structural metal work), general building
maintenance, high pressure steam distribution system, and domestic
water system. Part I will be a fixed price performance based lump sum
contract whereas Part II will be a fixed price performance based job
order contract. The MOC2 contract will consolidate the following
contracts: Facilities Operations and Repair Services (NAS 3-26673),
High Voltage Distribution System Services (NAS 3-26675), and the
Operation and Maintenance of the Steam Generating Plant and the
Center's Boilers and the Operation and Maintenance of the HVAC
Equipment in Building 500 (NAS 3-27603). As a point of reference, the
combined number of employees on the above three contracts is
approximately one hundred (100) employees. In order to ascertain the
method of procurement for the services outlined above, qualified small
businesses and/or 8(a) firms are invited to submit a ''capability
statement'' to LERC detailing all of their relevant technical
qualifications. Interested firms should include in their capability
statements information relative to past performance and experience in
working with fixed priced performance based contracts with the federal
government and with private industry in the technical areas outlined
above, and detailed references to major clients. Interested firms must
also demonstrate their ability to have an available line of credit of
$3.5M during the life of the contract. The capability statement shall
be no longer than twenty (20) pages in length. The Standard Industrial
Classification (SIC) Code for this procurement is 8744 with a size
standard of $20.0M. Interested firms should submit their capability
statements to Steven L. Fedor, Small Business Officer, at 21000
Brookpark Road, Mail Stop 500-313, Cleveland, Ohio 44135 by close of
business on July 24, 1996. Capability statements received after July
24, 1996 may not be considered. Please note that LERC has not yet made
a decision as to which method of procurement will be used on the MOC2
procurement. LERC reserves the right to determine the appropriate
method of procuring the above services based upon our analysis and
evaluation of the capability statements. This reservation includes the
potential of procuring MOC2 as a full and open competition, as a small
