combination of work previously announced under cancelled solicitations
numbers IFB-96-DAA-28-JC and IFB-96-DAA-29-JC. The project consists of
the abatement of friable asbestos: pipe insulation and floor tile in
the basements of four buildings and four abandoned steam tunnels
connecting buildings; pipe, tank, and boiler insulation in the
abandoned boiler plant; and pipe insulation in a vocational training
area at the Grafton Job Corps Center located in North Grafton,
Massachusetts. The work will also require the construction of permanent
barriers to prevent access to other tunnels and the abandoned heat
plant, and includes the installation of a tempered make up air unit and
associated work in the cement masonry shop area, as well as the
upgrading of existing ceiling mounted heating units and associated
work, including piping and baseboard heaters, in the Education
Building. The period of performance for construction is 146 calendar
days from receipt of notice to proceed through completion of the
project. The estimated cost range of construction is between
$500,000.00 and $1,000,000.00. Initial Plans and Specifications will be
available on July 22, 1996, only from the Architect/ Engineer firm of
MFPA, Incorporated, 192 Worcester Road, Natick, Massachusetts 01760.

Collect calls will not be accepted. It is emphasized that requests for
plans and specifications should be directed to the A/E firm listed
above to ensure proper handling of requests. Request must be in writing
and a $100.00 refundable bid-deposit is required. This bid-deposit must
be in the form of a certified check, cashier's check, or money-order,
made payable to the U.S. Department of Labor, and submitted to the A/E
firm at the time of request. Plans and specifications will be made
available for pick up at the A/E's office, or may be arranged for
delivery at an additional charge. Any additional shipping and/or
handling charges must be pre-paid and COD requests will not be
accepted. Requests must be in writing and will be answered on a
first-come, first-serve basis until the initial supply is exhausted.
For requests made after the initial supply is exhausted, a
non-refundable fee not to exceed the actual cost of reproduction of the
IFB documents (to be determined by the Contracting Officer,) plus a
shipping charge based on each individual request (if applicable,) will
be required in order to obtain the IFB documents. Requests received
from those plan-holders listed from the previously cancelled
solicitations, who were required to pay the cost of reproduction for
either solicitation, will be afforded the opportunity to obtain the IFB
documents at no additional cost, excluding shipping charges that may
apply. Pre-Bid Walk-Through is scheduled for August 6, 1996, at 9:00
a.m. (local) at the Grafton Job Corps Center. This will be the only
opportunity to review the job site prior to submission of bids.
Bid-Opening is scheduled for August 22, 1996, at 1:00 p.m. (local) at
the A/E's office. (NOTE: THIS IS A 100% SMALL BUSINESS SET ASIDE
ACQUISITION. The Standard Industrial Classification (SIC) code for this
acquisition is 4953. The Small Business Size Standard is $6.0 million.)
