Specialist, 315-330-7221. Simplified Acquisition of Base Engineering
Requirements (SABER). Estimated proposal due date: 22 Aug 96. For
solicitation, provide address information to ATTENTION: Lt Jennifer
Stock, RL/PKO, 26 Electronic Parkway, Rome NY 13441-4514. The subject
acquisition is for a broad range of maintenance, repair, and minor
construction work on real property at Rome Laboratory and its
associated sites. The work is required in support of Rome Laboratory
CE, Civil Engineer activities. A fixed-price-award-fee/indefinite
delivery-indefinite quantity type contract is contemplated. It will
include a wide variety of individual construction tasks as identified
in the Means Facility Construction Cost Data. During the contract
period, the CE will identify construction tasks required to complete
each specific job, and Operational Contracting will negotiate and issue
individual delivery orders to the contractor to complete those jobs.
The contractor will be required to furnish all materials, equipment,
and personnel neccessary to manage and accomplish the projects. The
contractor will be required to maintain a management office at Rome
Laboratory in order to receive delivery orders and provide other
management services related to accomplishing individual jobs.
Individual jobs will vary in size and complexity. The jobs will include
tasks in a variety of trades, including carpentry, roofing, excavating,
interior electrical, steam fitting, plumbing, sheet metal, painting,
demolition, concrete masonry, and welding. The guaranteed contract
minimum is $250,000.00, and the proposed maximum is $20,000,000.00. The
average value of SABER delivery orders, Air Force wide, for the period
1990-1993, was $40,000.00. The performance period will be a twelve
month basic year with four twelv-month option years. The Government
anticipates significant subcontracting activity under the SABER
contract. All responsible sources may submit a proposal to the
solicitation which shall be considered. The RFP will be released no
sooner than 15 Jul 96. An Ombudsman has been appointed to hear
significant concern from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions are
not considered to be significant concerns should be communicated
directly to the Contracting Officer, E. J. Rena, (315) 330-7518. The
purpose of the Ombudsman is not to diminish the authority of the
Contracting Officer or Program Manager, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Government personnel. The Ombudsman for this acquisition is Vincent
Palmiero, Chief, Policy and Management Division at (315) 330-7746. When
requested the Ombudsman will maintain strict confidentiality as to the
source of concern. The Ombudsman does not participate in the
evaluation of quotes or in the source selection process. The Ombudsman
should only be contacted with issues or problems that have been
previously brought to the attention of the Contract
Specialist/Contracting Officer and could not be satisfactorily resolved
