Proposal questions: Jim Carlet, USPS, 913/831-1855 Ext 445. The US Postal Service is soliciting proposals for asbestos abatement at the Kansas City KS Bulk Mail Center. The value of the work is to be between $750,000 and $1,500,000. Description of the work: Essentially consists of, but is not limited to, removal/disposal and replacement of spray-applied and trowel-applied asbestos-containing materials, removal of light ballasts containing PCBs and removal of fluorescent light bulbs containing mercury. The work will be accomplished in occupied and non-occupied areas under stringent removal conditions. The facility will remain fully operational throughout the project. The work work will be broken into phases over approximately 365 calendar days with 24 hour a day operation requirement. Contractors wishing to submit a proposal will be required to attend a preproposal conference at the Bulk Mail Center, 4900 Speaker Road, Kansas City KS starting at 9:00 AM on August 16, 1996. Successful offeror will be chosen on a best value basis based on a combination of base proposal, unit price multiplier and technical evaluation factors. Technical evaluation factors in order of importance and maximum points given are: (A) related asbestos abatement experience (30), (B) project staffing (25), (C) financial capability (15), (D) references (10), (E) capacity (5), (F) previous government experience (5), (G) office location relative to the project site (5), and (H) written safety program (5).
