The principal feature of this project shall include but not limited to furnishing all plant, labor, equipment, appliances and materials, and performing all operation, complete to construct a three-stage oil/water separator, remove existing grease trap, and resurface area with 2 inches thick of asphalt concrete pavement, in strict accordance with the specifications and accompanying drawings. This solicitation will be issued on/or about 22 July 1996 in compliance with Public Law 100-656, Business Opportunity Development Program Act of 1988, establishing a test of unrestricted competition.
