Test Center (AFFTC) has a requirement for 30 analog 100 MHz Bandwidth
Oscilloscopes. The government is interested in locating qualified
sources able to provide this equipment. These units are required to
provide 4 channel inputs, BNC connectors, front panel. They shall have
the following trigger modes available, AUTO, NORM, TV-V, TV-H, and
SINGLE. Maximum input voltage shall not be less than 400 VDC. CRT
Display shall provide a range of 50HZ to 100MHz in 4 digits. Size:
Maximum of 5.25 inches high, 15 inches deep. Must be adaptable to 19
inch rack mount. Environmental: Operating temperature: 0-50 degree
C(operating). Vibration: Shall meet the requirements of MIL-E-5400T,
paragraph 3.2.24.5, Curve IIa, for jet aircraft. All data transfers,
manipulations, processing, visualizations and all data storage and
retrieval shall be within specs during the entire range of vibration.
Cooling: Cooling air intake and exhaust ports shall be on the rear of
the equipment. No external refrigeration shall be required to meet the
operating temperature requirements. Humidity: Up to 90%, non
condensing. Altitude: Unit must operate up to 15,000 feet per the
altitude requirements of MIL-E-5400T for Class 1B equipment. Power: 105
to 120 VAC, 48-440 Hz. Parts: all electronic components and electrical
hardware, such as but not limited to semiconductors, microelectronic
devices, capacitors, resistors, connectors, etc., shall meet the
requirements of MIL-E-5400T. All electronic devices shall be solid
state. Corrosion Resistance: Materials shall be of corrosion-resistant
types or shall be processed to resist corrosion for the complete life
cycle of the equipment in the specified environments of a warehouse,
nonfighter jet aircraft and electronics lab. Selection and protection
of dissimilar metal combinations shall be in accordance with
MIL-STD-454, Requirement 16. Materials: Gold, nickel, chromium,
rhodium, tin, lead-tin alloys, or sufficiently thick plating of these
metals are satisfactory without additional protection or treatment
other than buffing or cleaning. No components containing polyvinyl
chloride (PVC) shall be used. External Connectors: External connectors
shall be positive locking and quick disconnect type, terminal boards
or terminal strips shall not be used. External multipin connectors
shall have individually removable and replaceable pins. All external
chassis mounted connectors shall have female sockets. Internal
Connectors: Quick disconnect type connectors shall be used for internal
conectors to all lowest replaceable assemblies. Connectors must be
sufficiently secured to operate in a sustained vibration environment
over the expected life cycle of the equipment. Wiring: All wiring used
must be of sufficient size to carry the maximum expected current. In
the case of overcurrent, the wire must not create a fire hazard, thus
wires suspected of this capability shall be fused to prevent
overcurrent. NO PVC INSULATED WIRE MAY BE USED. All external wire shall
be in accordance with MIL-W-5088. Accessibility: Accessibility shall be
in accordance with MIL-STD-454, Requirement 36. Specific subassembly
arrangement shall be such that access to each module does not require
the removal of adjacent modules or parts other than access panels and
connectors. Routine maintenance or calibration of the equipment while
in the operational installed field position shall not require the
removal of any modules or parts except the removal of access panels.
Test Points: Provisions for test points shall conform to MIL-STD-454,
Requirement 32. Test points shall provide for ease of field testing and
maintenance. Control Panels: The equipment's control panel shall
conform to MIL-STD-454, Requirement 28. Explosion Proofing: The system
shall be designed to prevent ignition of any gaseous atmosphere by
arcing components. The Simplified Acquisition Procedure (SAP) will be
used in awarding this contract by written quotation. Based on responses
to this synopsis, this requirement maybe set aside for small business,
reserved for the 8(a) program, or be competed under full and open
competitive procedures, SIC code 3825, size standard 500 employees.

statement and descriptive literature addressing the above requirement
by 15 July 1996. Include relevant background and experience, provide
