COMMERCE BUSINESS DAILY ISSUE OF JULY 8,1996 PSA#1631Department of Commerce, Mountain Administrative Support Center,
Procurement Division, MC3, 325 Broadway, Boulder, CO 80303-3328 66 -- POWER SUPPLY, RODS AND CONTROLLER SOL NRMGB60235MB DUE 072696
POC Michelle Bernal, 303-497-3983, fax: 303-497-3163 This Procurement
is being conducted under simplified acquisition procedures. The
National Oceanic & Atmospheric Administration (NOAA) requires a Manual
Controller, Cable set, RF Power supply, and set of rods.
Specifications as follows: The quadrupole mass filter is to be used to
build a chemical ionization mass spectrometer (CIMS) that will perform
airborne measurements of very small concentrations of trace gases in
the atmosphere. When constructed the CIMS will be flown aboard the NOAA
WP-3 Orion aircraft. The mass filter is a key component of this system.
The quadrupole mass filter must be a complete system which consists of
the following four components: 1)one set of four quadruple rods
mounted in a vacuum compatible vented container; (2)RF power supply;
(3)Controller electronics which allows both manual and computer
controlled mass scans; (4)Cables to connect power supply, controller
and mass filter. The four parts of the system described above must be
separable in order to be more easily fitted onto an aircraft and must
be compatible with the chemical ionization source, a modified flowing
afterglow that has to be developed for this application. Requirements
as follows: (1)Mass range - 10-300 amu or greater. (2)Mass scan Rate -
)600 amu/s. (3)Quadruple rod diameter - must be 0.75 inches or
greater. (4)Power - both the RF power supply and control electronics
must have the capability to be powered by only DC voltages.
(5)Resolution - )250 at 4 amu. (6)Modular design - The system must be
of modular design in order to be more easily fitted onto an aircraft.
In addition, it must be compatible with the chemical ionization source,
a modified flowing afterglow, that has to be developed for this
application. The National Oceanic & Atmospheric Administration (NOAA)
proposes to negotiate on a sole source basis with ABB Extrel
Corporation of Pittsburgh, PA. In the event there are other qualified
sources interested in proposing to supply an equivalent unit must
submit a written quote establishing capability to meet the above
requirements within 15 days from the date of synopsis. There will be NO
formal RFQ. (0185) Loren Data Corp. http://www.ld.com (SYN# 0416 19960705\66-0013.SOL)
