This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6 supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
N00421-96-R-1145 is issued as a request for proposal (RFP). The
incorporated document and provisions and clauses are those in effect
through Federal Acquisition Circular 90-37 and Defense Acquisition
Circular 91-9. This action is not set-aside for small business. The SIC
is 3577; small business size standard is 1000 employees. The contract
line item number is CLIN-0001, Color Display Units (15 each). The
government requires the Operation/Maintenance Manual to accompany
delivery at no extra charge. The units shall be the BRAND NAME OR EQUAL
to BARCO MIL-tailored color display MPRD 9874. The term ''brand name or
equal'' is intended to be descriptive not restrictive and is used to
portray the characteristics and level of quality that will satisfy the
government's needs. To be considered for award,''equal'' products,
including products of the brand name manufacturer, must: (1) meet all
the technical specifications of the BARCO MIL-tailored Color,high
resolution raster display MPRD 9874; (2) not exceed the physical size,
weight and dimensions of BARCO MPRD 9874 and (3) be of the identical
bezel design as BARCO MPRD 9874 to allow for mounting of the monitor to
an existing shipboard cabinet. To be considered for award, offeror's
must clearly identify the commercial off the shelf equivalent by brand
name and make or model number and include descriptive literature to
include firm-fixed price, electro-optical specifications, connections,
operational and environmental data and drawings that illustrate and
label the exact physical dimensions (mm) and mounting design including
exact location of shock pin holes and screw mounting holes. The
contractor shall deliver entire quantity: (1) with original equipment
operators/maintenance manuals;(2) F.O.B. destination;(3) within 90 days
of award;(4) to Receiving Office, NAWCAD Patuxent River, Villa Rd,
Bldg#115, St.Inigoes,MD 20684-0010. The contracting officer will
evaluate ''equal'' products on the basis of information furnished by
the offeror. The contracting officer is not responsible for locating
any information not identified in the offer and reasonably available.
Instructions to Offerors--Commercial Items (Oct 1995) is incorporated
by reference and applies to this acquisition. Inspection and acceptance
shall be made at destination FAR52.212-1. The provision 52.212-2
Evaluation--Commercial Items (Oct 1995) does not apply to this
acquisition. In lieu, the following information will be used for
evaluation of offerors: an award shall be made to that responsible
offeror submitting descriptive literature (See FAR 52.214-21, i.e.
brochures) and offering the lowest evaluated price (Low
Cost/Technically Acceptable). Price shall be the deciding factor. To be
considered technically acceptable, the offeror's descriptive material
must be evaluated as technically acceptable in form, fit and function
to BARCO MIL-tailored color monitor MPRD 9874. Technically acceptable
will be determined solely on the content and merit of the descriptive
literature submitted in response to this provision. Therefore, it is
incumbent on the offeror to provide sufficient technical literature,
documentation, and et cetera in order for the Government to evaluate
the technical acceptability of the offeror's product. The offeror shall
provide information confirming the price quoted (e.g. current catalog
prices or price list). A written notice of award or acceptance of an
offer, mailed, faxed, or electronically mailed to the successful
offeror within the time for acceptance specified in the offer, shall
result in a binding contract without further action by either party.
Before the offeror's specified expiration date, the Government may
accept an offer whether or not there are negotiations after its
receipt, unless a written notice of withdrawal is received before
award. Each offeror shall include a completed copy of the provision
FAR52.212-3,Offeror Representations and Certifications--Commercial (OCT
1995) with its proposal. FAR 52.212-4 Contract terms and
conditions--commercial Items (OCT 1995) is incorporated by reference
and applies to this acquisition. The clause at 52.212-5, Contract Terms
and Conditions Required to Implement Executive Orders---Commercial
Items(JAN 1996) is incorporated by reference, however, for paragraph
(b),only the following clauses apply to this acquisition: 52.203-6

-Supplies (JAN 1996). Additionally, each offeror shall include a
completed copy of DFAR Supplement (DFARS) provision 252.212-7000,
Offeror Representations and Certifications-Commercial Items (NOV 1995).
DFAR 252.212.7001(a),Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items (NOV 1995), is incorporated by
reference. WARRANTY-- The contractor shall extend to the Government
full coverage of any standard commercial warranty normally offered in
a similiar commercial sale. This is a DO rated contract. PROCUREMENT
AUTHORITY-201-39.5202-3 (OCT FIRMR)-- This acquisition is being
conducted under the regulatory delegation of GSA's exclusive
procurement authority for FIP resources. The specific GSA DPA case
number is not applicable. Proposals are due to Chris Hampel, Contract
Specialist, Contract Competency, Bldg 588, MS#32, Naval Air Warfare
Center Aircraft Division, Patuxent River, MD 20670-5304, by 2:30p.m.
EST 8 August 1996. All questions in regard to this proposal are due by
2:30P.M. EST 23 July 1996. Questions submitted after the established
time and date shall not be answered. All questions submitted at or
before established time shall be addressed in a future amendment to be
published in the CBD. All responsible sources may submit a proposal
which shall be considered by the agency. The Government anticipates an
