synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulations (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested,and a written solicitation will not be issued.
Solicitation No. 52-PAPT-6-00036 should be referenced on all responses
and is issued as a Request for Proposal (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
though Federal Acquisition Circular 90-37. The Standard Industrial
Classification (SIC) Code for this requirement is 7372. This is Firm
Fixed Price (FFP) requirement. This solicitation is for the following
Contract Line Item Numbers (CLINs): CLIN 1 - Folio Views 3.1 Infobase,
Manager Concurrent User Licenses, quantity - 1,001; CLIN 2 - Folio
Views Infobase, Production Kit License, quantity - 15; CLIN 3 - Folio
Views Maintenace, Agreement IM Concurrent Licenses, quantity - 3,003;
CLIN 4 - Folio Views Maintenance, Agreement IPK License, quantity - 32;
and CLIN 5 - Folio Views Maintenance, Agreement IM License, quantity -
4. Delivery schedule: No later than 30 days after contract award. FOB
Destination to: U.S. Patent and Trademark Office, 2121 Crystal Drive,
Suite 1001, Arlington, VA 22202. The provisions at FAR 52.212-1,
Instruction to Offerors -- Commercial, and FAR 52.212-2, Evaluation --
Commercial Items, apply to this acquisition. The Government will award
a contract resulting from this synopsis to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. In addition to
price, the following factors shall be used to evaluate offers and are
listed in their relative order of importance: (i) technical capability
to provide the item(s) needed to meet the Government's requirement,
and (ii) past experience/performance in a comparable technical
environment. Technical capability and past experience/performance, when
combined, are significantly less important than price. Submissions
should include: (a) pricing for CLINs 1 through 5, and (b) information
that demonstrates the offeror's ability to provide authorized
License's and/or Certificate's of Authenticity for the CLINs listed
above, product literature or documentation that states the terms of
agreement for licenses, discusses maintenance support and warranty
provisions. All offers are due on or before July 19, 1996, 2:00 PM
Eastern Standard Time at the following address: U.S. Patent and
