The U.S. Department of Energy intends to award a sole source (FAR 6.302-1) contract to GELCO Information Network, Inc., 7301 Ohms Lane, Edina, Minnesota 55439-2301, to provide a third-party draft transaction system. This system would allow prompt reimbursement of employee travel expenses and various other emergency payment situations. The contractor is required to provide each draft writer with a supply of payment instruments drawn on the contractor's account and process the payment instruments as they are presented. The contractor will also provide an automated and/or paper listing of all drafts cleared that will be used to update the Chief Financial Officer (CFO) accounting system. (1) All responsible sources may respond to this synopsis and all responses will be considered by this agency. (2) Responses should be referred to Craig S.
