performance is fifty-one (51) months. Analyze, design, develop, code,
integrate, test, provide user familiarization, demonstrations, and
installations of development software at Department of Defense and
National Intelligence Centers. The effort includes development of
interfaces to new systems, installation of new Imagery Exploitation
Support System (IESS) sites and the maintenance and support of
operational IESS sites (currently 14 operational and 5 development
sites located CONUS and OCONUS). A read library containing technical
information relating to this acquisition is available for review by
potential offerors at Rome Laboratory/IRD-1, Griffiss AFB, NY
13441-4114. Appointments for access may be made by contacting John
Vona, 315-330-7791 at least 72 hours in advance. The library contains
technical data subject to export control. Prior to review, potential
offerors must submit a copy of an approved DD Form 2345, ''Military
Critical Technical Data Agreement'', along with a letter from the Data
Custodian designated on that form, authorizing access by whomever will
be reviewing the library, to ATTN: John Vona, Rome Laboratory/IRD-1, 32
Hangar Road, Griffiss AFB, NY 13441-4114, or faxed to his attention at
315-330-2534. Verification of TS/SCI clearance must be submitted to
the Program Manager, John Vona, Rome Laboratory/IRD-1, 32 Hangar Road,
Griffiss AFB, NY 13441-4114, or faxed to his attention at
315-330-2534, prior to access to the library. The successful contractor
may receive and/or generate technical data subject to export control in
the performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further
information on CCAL, contact the Defense Logistic Service Center at
1-800-352-3572. A draft RFP will be released no sooner than 24 JUL 96.
The RFP will be released no sooner than 01 SEP 96. All companies who
submit requests for the Draft RFP will also receive the final RFP when
released. A pre-solicitation conference will be held at Rome
Laboratory. Attendance will be limited to three (3) representatives
from each company. Schedule is to be determined at a later date.
Foreign participation is excluded at the prime contractor level. TS/SCI
clearances will be required for performance. This effort requires the
use or delivery of Federal Information Processing resources but it has
been determined that FIRMR Part 201-39 does not apply. An Ombudsman
has been appointed to hear significant concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. Routine questions, such as clarifications of the Statement
of Objectives or the terms and conditions, are not considered to be
''significant concerns'' and should be communicated directly to the
Contract Specialist, Sharon Tornatore-Sgroi, 315-330-7035. The purpose
of the Ombudsman is not to diminish the authority of the contracting
officer or program manager, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Chief, Policy and Management Division, at 315-330-7746. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. The Ombudsman should only
be contacted with issues or problems that have been previously brought
to the attention of the Contract Specialist/Contracting Officer and
could not be satisfactorily resolved at that level. No telephone
requests for the solicitation will be honored. All requests must be
addressed to the attention of the Contract Specialist, Sharon
Tornatore-Sgroi, reference the code I-6-4368L, and contain the
respondent's Commercial and Government Entity (CAGE) code. All
responsible sources may submit a proposal in response to the RFP which
