301-713-3481 The NOAA Integrated Program Office (IPO) requires the
Aerospace Corporation's unique objectivity and cross-program knowledge
base in spacecraft systems engineering and in platform and ground
system electronics technology. The Government plans to extend its
contract, number 50-SPNA-6-00001, at the current level of up to 25
persons per year, by adding five one-year options. This extended
support to the IPO will assist the Government in its planning for
modifications to the existing polar satellite sensor payload and other
polar program assets. These planned modifications are based on a March
1996 decision which revised the IPO's National Polar-Orbiting
Environmental Satellite System (NPOESS) acquisition baseline. Aerospace
will provide analyses in support of: systems architecture planning for
evolving sensor suites; proto-typing of technology concepts;
independent requirements analysis and evaluations; validation of EDR
algorithm development; and simulations and modelling for
phenomenological studies. The Government requires an objective, highly
qualified source with the expertise to analyze and evaluate multiple
aspects of systems engineering with no conflicts of interest regarding
program direction and acquisition decisions. Due to Aerospace's status
as an FFRDC it has access to a wide range of otherwise unavailable
proprietary information, and is recognized for its ability to provide
objective, complete analyses. In addition, its extensive experience
supporting both military and civilian space programs, combined with its
unique facilities and resources, make Aerospace the single source which
can provide these analyses to the NPOESS Program. These capabilities
enable Aerospace to promote competition, and prohibit delays and
duplicative costs in NPOESS, IAW 41 U.S.C 253(c)(1). Others desiring
consideration must fully identify their capabilities in writing to the
Contracting Officer within the specified period. No further CBD notice
