Specialist, Jack Faulkner, (619)553-4503. Contracting Officer, G. E.
Petersen. POC for copy, JC Norris, (619)553-4331. Manufacture of a
Benthic Flux Sampling Device. The quantity is one each. The system
shall be constructed based on a prototype system developed at the Naval
Command, Control and Ocean Surveillance Center, San Diego, CA. This
effort shall be a commercialization of the prototype system. The device
shall be able to autonomously measure the flux of contaminants at the
sediment-water interface by enclosing a volume of water in a chamber
over the sediment and drawing off water samples at preprogrammed
intervals specified previous to the deployment. It shall be deployable
from a small craft in waters up to 50 m deep for experiment durations
lasting up to 4 days. The device shall have a system for retrieval
upon completion of experiments. A video camera and light shall be on
board the device for surveying the area for an appropriate landing site
and it must be deployable without considerable disturbance to the
sediment-water interface. Conditions inside the chamber such as
temperature, pH, salinity, and dissolved oxygen shall be monitored and
a record of these data kept throughout the deployment duration. A
feedback/control system must be in place to maintain ambient oxygen
levels inside the chamber. Circulation of the enclosed water shall also
be provided to simulate conditions outside of the enclosed volume. As
samples are taken from the chamber, outsie water must be drawn in to
replace the sample volume. The chamber shall be large enough so that
the volume of samples taken does not exceed 10% of the total chamber
volume. Materials that will come in contact with water samples shall be
contaminant-free, and all components of the device shall be
corrosion-resistant. FOB Destination, San Diego, CA. Facsimile letters
are acceptable at (619)553-6976. The proposed solicitation listed
herein is a 100-percent Small Business Set-Aside. The applicable
Standard Industrial Code (SIC) and size standard is 3829 and 500
