Dickens, Contract Negotiator, (215)697-9627. The Fleet and Industrial
Supply Center Norfolk Detachment Philadelphia, intends to acquire
through other than competition, on a SOLE SOURCE BASIS with Analytic
Power Corporation of Boston, MA, a Research and Development effort to
develop a Microclimate Cooling System to cool Navy personnel and
alleviate heat stress in hazardous chemical environments utilizing fuel
cell technology, specifically the Electrochemically Driven Heat
Pump(EDHP). The proposed effort will consist of two phases. Phase I
will require the development of a 450 watt power supply based on fuel
cell technology (EDHP) and a hydrogen generator. Phase II will consist
of the development of an integrated system. The objective will be to
reduce the size and weight of the system while retaining the
performance of 300 watts heat removal. The period of performance for
this effort is to scheduled to begin on or before 30 September 1996 and
be completed within 24 months after date of contract. The Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302-1. Analytic Power Corporation is the only know source with
the technical data and knowledge utilizing the EDHP. Therefore,
Analytic Power Corporation is the only source that can provide this
type of microclimate cooling system. his notice of intent is NOT A
REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify
their interests and technical capability to respond to this
requirement. The applicable Standard Industrial Classification Number
