C -- ARCHITECT AND ENGINEERING SERVICES- CONSTRUCTION-POTENTIAL SOURCES SOUGHT SOL CBD&&&-9607-0002 POC Bob Nichols Contract Specialist (904) 232-3712 (Site Code DACW17) The project is located on Fort Buchanan, in the outskirts of San Juan, Puerto Rico. The project includes all design and construction necessary for a 75 room Guest House. The project includes all design and construction to produce a complete and useable code consistent facility with 75 guest units. SCOPE OF WORK. Construct a 75 unit Guest House to include guest storage, front desk, lobby, administrative offices, play room, public toilets, guest laundry, housekeeping/supply room, receiving/storage room, employees lockers and showers, laundry room, flammable storage, outside storage, space for vending machines and ice maker machine. Supporting facilities include all required utilities, communications, fire protection, alarm systems, access drives, walks, curbs and gutters, storm drainage, storm sewer, parking for 75 cars, playground, fencing, landscaping and site improvements, telephones, cable TV, etc. Access for the disabled will be provided per ADA. SPECIAL CONDITIONS: This project will be awarded as a ''design/build'' project. The selected contractor will bear full responsibility for review of the preliminary design presented in the RFP and development from it, of the final facility designs. The design architect will be ''the Architect of Record'' and as such, will bear full responsibility for the design. Construction may be authorized prior to completion of design on project segments provided that the Contracting Officer considers that design of the segment of construction to be started is sufficient to permit the construction start. The contractor shall engage engineers, registered in Puerto Rico or the US, to design all engineering features of the project. The contractor shall furnish required design information to health, environmental and other regulatory authorities and Fort Buchanan DPW as required. The Contractor shall obtain any construction permits required. Design of the guest house shall be by a registered architect experienced in the design of commercial hotels. The Contractor will be required to control the runoff during construction in a manner acceptable to environmental authorities. Requirements stated in the RFP will be minimums. Innovative, creative, or cost-saving designs and proposals which meet or exceed these requirements are encouraged. Deviations from space and adjacency requirements are discouraged unless the change results in a significant improvement to the facility. Deviations from any RFP requirements should be clearly noted and justified in the proposal. Informative drawing notes are encouraged. PROJECT SCHEDULE: The project is scheduled for contract award in the fall of 1996 with completion in the fall of 1997. MAGNITUDE OF CONSTRUCTION AND DESIGN is between $5,000,000 and $10,000,000. The Request for Proposal (RFP) will be issued O/A 30 August 1996 and award O/A 30 October 1996.
