R -- STATE PERFORMANCE AND SUBSTANCE ABUSE TREATMENT OUTCOME PILOT STUDIES SOL 270-96-0009 DUE 082296 POC Catherine Kellington, Contracting Officer, (301) 443-4983, Division of Contracts Management CSAT intends to award contracts to a group of States to conduct Pilot Studies, for a period of up to two years, in areas pertinent to substance abuse treatment and performance outcome measurement. The purpose of this request for proposals is to support a group of Pilot Studies that are tailored to the unique characteristics of the selected States. The Pilot Studies should be developed with sound goals, design, data collection methods and analytical procedures. There should be explicit coordination between the State substance abuse program performance measurements and the outcome studies. In addition, State outcome monitoring systems must be tailored to allow States to perform ongoing studies as part of a system of tracking resources in relationship to results. Because of the cross-cutting nature of such studies, States may attempt to use this opportunity to identify and initiate use of standardized measurements to enhance their ability to make intra-State, and inter-State, comparisons. Measures must be carefully developed to achieve reliability and validity in their utilization and implementation. Measures must also be available on a timely basis to facilitate monitoring and assessment. The State may develop special statewide indicators that are closely related to program goals. Data collection to support the measurements, and data analysis, will be required. Such performance measures would be evaluated and updated periodically. Uniform definitions and codes for substance abuse and health-related data elements would be developed. States would need to select high priority substance abuse problems, and identify appropriate targets and time frames, then measure performance and design improvements in the system based on results. Each State must determine which set of performance measures are most appropriate for its current policy development given the status of their current system. It is intended that this RFP will result in approximately seven (7) 2 year contracts. This RFP will be limited to Single State Agencies in each state and Jurisdiction. This procurement is authorized under the authority of 41 U.S.C. 253(c)(1) - Only One Responsible Source. A request for proposal package will be provided to the Single State Agency in each State and Jurisdiction, they need not request a copy. All proposals submitted by responsible sources prior to August 22, 1996 will be considered by CSAT. See Note 22 (0185)
