COAST GUARD ACADEMY, NEW LONDON, CT SOL DTCG47-96-B-3EFK20 DUE 082996 POC Contact Victoria Worrell, Contract Specialist (804) 858-6238, extension 209 Pre-solicitation Notice: Provide materials and services necessary for Construction of Renovations to Food Service Facilities in Chase Hall at the U. S. Coast Guard Academy, New London, CT. The work includes, but is not limited to demolition of an existing galley; construction of a new galley complete with food service equipment; conversion of an existing galley to a food service area; renovation of existing food storage and receiving areas; renovation of dining areas; upgrading of mechanical, electrical, and fire protection systems; and lowering of an existing roadway. The work will require phasing to maintain existing food service operations during the construction period. All work shall be accomplished in accordance with Specification No. 60-001-92 and Drawing No. 60-001-92 (sheets 1 through 135). All work shall be completed within 425 calendar days after Notice to Proceed. Plans (half-size), specifications, and all necessary bid documents will be available approximately July 30, 1996 and may be obtained by submitting a check in the amount of $25.00 per set (non-refundable) made payable to the U. S. Coast Guard. To receive a solicitation and be placed on the bidders' list, interested parties must submit a written request. Telephone inquiries will not be honored. Approximate Bid opening for Solicitation No. DTCG47-96-B-3EFK20 is August 29, 1996 at 2:00 p.m. in Norfolk, VA. Estimated construction cost is between $3,000,000.00 and $8,000,000.00. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-owned and Disadvantage Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
