S. Coast Guard Group Long Island Sound, New Haven, Connecticut. The work includes, but is not limited to, the construction of two stone ice/wave barriers in the boat basin, the construction of a concrete boatramp, rip-rap for erosion control at the shoreline, and dredging of approximately 1,300 CY of material next to the new boatramp. Also included is partial demolition of an existing pier to construct a concrete loading platform. All work shall be accomplished in accordance with Specification No. 01-020-89 and Drawing No. 01-020-89 (sheets 1-14). All work shall be completed within 270 calendar days after Notice to Proceed. Plans (half-size), specifications, and all necessary bid documents will be available approximately 5 August 1996 and may be obtained by submitting a check in the amount of $15.00 per set (non-refundable) made payable to the U. S. Coast Guard. To receive a solicitation and be placed on the bidders' list interested parties must submit a written request. Telephone inquiries will not be honored. Approximate Bid opening for Solicitation No. DTCG47-96-B-3EFK19 is 5 September 1996 at 2:00 p.m. in Norfolk, VA. Estimated construction cost is between $500,000.00 and $1,000,000.00. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-owned and Disadvantage Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
