Provide all materials, equipment, transportation and perform labor for
the site work, including, but not limited to, replacing existing
utility lines, replacing sidewalks, curbs, gutters, and paving,
landscaping, and other miscellaneous improvements at the MEMQ Fourplex
Housing area, U. S. Coast Guard Support Center, Kodiak, Alaska (BASE
BID). The project also includes five (5) Option items: (A) Renovate
fourplex buildings AA and BB, including but not limited to demo of
interior walls, replace exterior siding, new wood stud walls, new wood
doors and windows, gypsum wall board, walls, and ceilings, flooring,
appliances, exterior decks, painting, plumbing fixtures, heating,
piping, and other miscellaneous mechanical and electrical work and
improvements (OPTION ITEM #1). (B) Renovate fourplex buildings CC and
EE, including but not limited to demo of interior walls, replace
exterior siding, new wood stud walls, new wood doors and windows,
gypsum wall board, walls, and ceilings, flooring, appliances, exterior
decks, painting, plumbing fixtures, heating, piping, and other
miscellaneous mechanical and electrical work and improvements (OPTION
ITEM #2). (C) Renovate fourplex buildings DD and II, including but not
limited to demo of interior walls, replace exterior siding, new wood
stud walls, new wood doors and windows, gypsum wall board, walls, and
ceilings, flooring, appliances, exterior decks, painting, plumbing
fixtures, heating, piping, and other miscellaneous mechanical and
electrical work and improvements (OPTION ITEM #3). (D) Renovate
fourplex buildings JJ and KK, including but not limited to demo of
interior walls, replace exterior siding, new wood stud walls, new wood
doors and windows, gypsum wall board, walls, and ceilings, flooring,
appliances, exterior decks, painting, plumbing fixtures, heating,
piping, and other miscellaneous mechanical and electrical work and
improvements (OPTION ITEM #4). Renovate fourplex building LL, including
but not limited to demo of interior wall, replace exterior siding, new
wood stud walls, new wood doors and windows, gypsum wall board, walls,
and ceilings, flooring, appliances, exterior decks, painting, plumbing
fixtures, heating, piping, and other miscellaneous mechanical and
electrical work and improvements (OPTION ITEM #5). The government may
award Option Item #1 at the time the Base Bid is awarded. Work is
located at U. S. Coast Guard Support Center Kodiak, Alaska.
Solicitation to be issued on or about July 26, 1996. Estimated cost
range for this contract including options is between $5,000,000 and
$10,000,000. The time for completion is on or before September 30,
1999. Award is subject to the availability of funds. All responsible
sources may submit a bid which shall be considered by the U. S. Coast
Guard. Requests for bid documents must be submitted and received by
this office not later than July 25, 1996. After July 25, 1996, request
for bid documents will be on a first-come-first served basis until the
remaining limited supply of copies are exhausted. This procurement is
being issued pursuant to the Small Business Competitiveness
Demonstration Program. A subcontracting plan will be required except
from Small Business Concerns. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable

documents is $150.00 by check or money order payable to the U. S. Coast
