The work consist of landfill caps,, landfill gas vents, perimeter drainage ditches, rip rap, chain-link fencing, crushed rock roadways, monitoring wells, and seeding and mulching. Two (2) landfill caps, total of approximately 6 acres, will each require surface grading and consist of geotextile fabric cushion layers, geosynthetic gas venting layer, low permeability clay layer or geosynthetic clay layer, 40-mil textured HDPE geomembrane, geosynthetic drainage layer with perforated drainage piping, vegetative layer and topsoil. Haul road construction, monitoring well abandonment, monitoring well installations and miscellaneous demolition may be required. Test fill sections are to be constructed and evaluated. Temporary decontamination pads will be installed, operated and maintained by the contractor. Contractor will be required to provide shop drawings and draft and final submittals of work, health and safety, quality control, and other plans and reports. Contractor who will perform work must be authorized and licensed to work in the State of Kentucky. Required permits will be obtained by the Contractor to include all permits for disposal of solid and liquid wastes. Contractor personnel will be required to obtain security clearance through the installation's security office. Contractor's analytical laboratory must be certified by the Corps of Engineers Hazardous, Toxic and Radioactive Waste Center of Expertise. Proof of certification must be furnished with the work plan. All personnel entering a health and safety exclusion zone must have current OSHA mandated Hazardous Waste Health and Safety Training according to 29 CFR Part 1910.120 and be under current medical monitoring. Range of construction is between $1,000,000 and $5,000,000. Duration of the work is 8 months. Solicitation documents will be available o/a 19 July 1996. Full-size plans and specifications will be furnished upon request and receipt of payment of $125.00 per set (non-refundable) with check made payable to ''FAO, Army Engineer Division, Ohio River''. Please list street address (for parcel delivery service) and mailing address. A site walk-through is scheduled for 7:00 AM EDT, Tuesday, August 6, 1996. Persons planning to attend the site walk-through must send the following information to Sverdrup Environmental, Inc. (ATTN: Mark McDonald, fax: (314)-770-5110) no later than July 30, 1996: name, date of birth, place-of-birth, Social Security Number, and country of citizenship. The information is required by the Blue Grass Army Depot Security Office IN ADVANCE OF THE SITE WALK-THROUGH. Picture identification and completion of minor paperwork will be necessary the morning of the site walk-through in order to visit the two landfill sites. Those persons providing the requested information by the specified deadline will receive further instructions regarding the meeting location. Transportation from the meeting location to the landfill sites will be provided by the Blue Grass Army Depot. Transportation and/or security clearance to visit the landfills cannot be guaranteed for persons who do not provide the requested information by the specified deadline.
